Fog lights are meant to highlight road markings within approx 5 metres of the car, not actually help you see through the fog, so yes they are useful in heavy fog and also unlit roads, if you have decent road markings.
If you drive in a foggy environment they are
1. Useful for you to see in the fog
2. They alert other cars heading towards you that you are there.
If you value you life take them. Along with brakes, tyres and windscreen wipers they are the most critical items on a car/truck
LED lights are more visible and intense, they are also more directional. Most high end cars have them now and they will move down to the cheaper cars once the premium for having them has reduced.
A tray full of GOLD is not worth a moment in time.

I always drive with my fog lights on so that dogs, cats and even small children can tell that I'm not driving a hover car. Instead of just ducking they actually move out the way. I've got a 100% record so far so that must be what they are for.

Most OEM fog lights are just auxiliary lights that will flood the very front of your vehicle with additional light and in no way work as true “FOG” lights.
A proper fog light will have a beam cut off slightly below horizontal so that the driver can see the road ahead and not be blinded by the headlights reflecting back from the fog, this also is the same when driving in a snow storm/blizzard, (I lived in Canada for 38 yrs, lots of Fog snow and a few blizzards). The better fog lights have an amber lens that is easier on the eyes. When you do strike a good patch of fog (not going to happen in Thailand) and you do have fog lamps, turn off your head lights you’ll be amazed at how much you can see with propper fog lights.
As for DRL’s (Day Time Running Lamps) they are mandatory in Canada and a few Scandinavian countries. The best thing to happen to motor vehicles imho, even during daylight hours. WHY do Motor Cycles have them, SO YOU CAN SEE THEM!! LOL.
When I retired from Canada and went back to NZ ,I first had to retrain my peripheral vision to look for a moving object not a moving light. I have found that a moving light is always easier to notice that an unlit vehicle.
I have yet to see any fog here in Thailand worthy of putting fog lights on. But that said I do drive most of the time, day and night with them on so that any one will notice my vehicle sooner. I just hope that some chai will not mistake me for 2 motorcy and try to go between the lights!!!

As the guys said, on pickups they are useful as the headlights are higher off the ground and in town, tighter situations they are great to illumonate the area just in front of you. On the highway at night I turn them off as it seems to make my eyes more tired having them on with the added brightness. With them off you seem to concentrate more ahead where the main beams are shining on.
