I got my limits without a hassle- I did have a pretty decent bank balance when I applied for them (and I supplied the paperwork to back that up) and I estimated my annual income (which they never checked- I could have put in pretty much anything)- approval didn't take long (I can't remember exactly- this is going back several years).
Must have been my good looks and cheerful demeanor.

i actually got harassed over ca rrefour or central tops credit card, i wasnt in need of any, but the pretty ladies were quite nice (i get better bonuses off diners club - but since citybank the bastard us crap bought it diners is not working so well in thailand)
Well, I own my company, so that didn't hurt- definitely got the good looks, but I would have been wearing my standard business attire of shorts, a T-shirt, and flip-flops.
At any rate, it's always a good idea to find a bank with an English-speaking manager- generally this bank will have a lot of foreign customers, and it will probably be friendlier than ones that don't- befriend this manager (bring a little gift- bank people are very big on greng jai)- you'd be amazed how much that greases the wheels for getting what you want out of them.
Kasikorn will open an account very easily and will issue you with a 'virtual Visa CC' via their internet banking. This card can be verified and used to purchase stuff online or over the phone.
If you actually require a normal CC, then it's not going to be easy without the WP and all the other bollocks.

What I do know is that I have a Visa card issued here in Thailand. It gives me about a million baht or so to play with.

most banks will happily let you have a debit card free of charge; ours is from the Bangkok bank

Last time I flew with SAS they "laughed" at me when I wanted to pay with my shiny Debit card from BKK bank. Credit cards only. Same has happened at hotels where I have tried. Yes it is a Debit card, not an ATM card.
Only nice thing I have used it for so far is to open a PayPal account.
"My country bank" won't give me a cc, since I moved away permanently from there 10 years ago. They want me to have an address in their country.
