    Windows 8.1 pop-ups

I recently acquired a new notebook with Windows 8.1 installed. (yes the proper licensed version)

Win 8 takes a bit of adjustment but I figured it out quickly enough......HOWEVER
Within a few days, I'm plagued by pop-ups and all kind of shit interfering with sites I use. (even TD) I've checked the pop-blocker. It's on, and I've set it to the highest level. Makes not difference. Nothing I've done seems to cure this menace.

Any suggestions as to what can be done?

If it's new to you; do a refresh, which will properly clean it up. It will also delete all the programs the previous user installed.

Well Dillinger, it sounded like something kinda drastic, but I did it and it seems to have worked. Thanks for your advise. Where do I send the cheque.....?....

You probably picked up some malware somewhere. Do you have a good anti-virus program?
I've used this for years and trust it so much I even visit malware infected movie and TV show sites like shush.se with confidence.

Get Windows 10 installed and updated. It is free and the type problems you are having has been fixed in 10 plus much more.
Get after it right away and you will be pleasantly surprised.
