The image has been manipulated with an editing program..
the gif is made up of a sequence of still photos, so
each one needs to be photoshopped, seeing more of them lately.

I think he's copying the style of the animated runners on your computer that you control with the up, down, and sideways arrows on your keyboard. Hence the guy in the background with the computer keyboard. Also if you look closely I think the runner has got wires attached to his legs.
