Rescuers arrive at the site where a military transport place crashed in southern Morocco on July 26. A military transport plane slammed into a mountainside in bad weather in southern Morocco today, killing all 80 people on board, a hospital source said. The army earlier said 78 people were killed and three were rushed to hospital in serious condition after the Hercules C-130 crashed on the edge of the Sahara desert in Morocco's worst military aviation disaster.

The 20th anniversary of India's Lifeline Express



Patients desperate for simple prescriptions and medicines as basic as paracetamol fight for attention at a registration session following the arrival of the Lifeline Express in Umaria, a small town in Madhya Pradesh. The train is usually based at a given location for about four weeks



A boy with orthopaedic problems is examined to gauge his suitability for surgery. Possible operations are determined by the suitability of the train’s facilities and the available post-operative care



Prospective patients are screened and assessed. Here, a case of suspected skeletal fluorosis, caused by too much fluoride added to the water supply, proved unsuitable for treatment on the train



On the train's second morning in Umaria, children selected for surgery are carried on to the train by their mothers. Since the project began, 600,000 people have received treatment and approximately 85,000 operations have been performed. The train visits locations with limited access to doctors, and patients are invited on-board for orthopaedic surgery, treatment for hearing and visual impairments, cleft lip repairs and, more recently, for counselling on epilepsy, neurological and cardiac disorders, dental and gynaecological problems

Two operations are performed in a carriage adjacent to a live running railway track. The Lifeline Express has inspired similar models of healthcare in China and central Africa and riverboat hospitals in Bangladesh and Cambodia



Volunteer orthopaedic surgeons prepare a child for surgery to shorten the tendons in both legs. The World Health Organisation estimates that India's spending on health stands at less than 4% of its total budget. Zelma Lazarus, of Impact India, the NGO behind the project, had hoped that the train would be defunct by now. It was not set up to plug the gaps in India’s public health system, but to bring about change and educate the poor about their rights and medical needs, so they could make informed demands to the government



The arrival of a neurologist at the district hospital prompts a heated scramble for attention among people who normally have little chance to receive medical care. The train usually stops in areas that have some sort of post-operative care. If a district hospital is available, patients will be treated on the train and then sent to the hospital to recuperate



In two days Dr Mamta Bhushan Singh consults 203 epileptic patients, providing them with medication and education on managing a disease that mostly goes unrecognised and untreated in poor areas of India. If there is no suitable place for post-operative care, makeshift recovery areas are set up around the train

Consultants have modified cleft palate surgery so that it can be performed under local anaesthetic on the train, maximising the number of patients while minimising post-operative care

A 55-year-old woman is selected to undergo surgery for her cleft lip. In rural India this disfigurement often goes untreated due to religious beliefs

Congressman David Wu quits amid 'unwanted sex' scandal



A US Democratic congressman has resigned amid allegations he had an unwanted sexual encounter with the 18-year-old daughter of a campaign donor.

David Wu of Oregon said he would step down following the resolution of the debt limit crisis in Washington.

The Taiwanese-born congressman said he was resigning to protect his family and fight the "serious allegations".

Mr Wu, who is in the process of divorce, is the third US congressman to resign amid a sex scandal this year.

His encounter with the young woman, the daughter of a childhood friend and campaign donor, was reported on Friday by the Oregonian newspaper.

He does not face any criminal charges in the incident, in part because the alleged victim believed there was not enough evidence to press a case, the newspaper reported.

The newspaper said the encounter occurred in the autumn shortly after Mr Wu, 56, was elected to his seventh term.

Republican Representative Christopher Lee of New York stepped down in February after a shirtless photograph surfaced that he had sent to a woman he met on an online classified advert website.

In June, Democrat Anthony Weiner, also of New York, resigned after it was revealed he had sent numerous lewd photographs of himself to women he met online.

Tropical storm Nock-ten lashes Philippines



A powerful storm has hit the Philippines, killing at least nine people and forcing thousands to flee their homes.

Tropical storm Nock-ten unleashed floods and landslides along eastern areas of Luzon island.

Evacuations are continuing as floods are reported to have deluged the houses of about 500,000 people.

The storm hit Camarines Norte province earlier with gusts of 56mph (90 km/h) and is moving north-westwards.

A regional disaster-response official described it as the province's worst flooding in five years.

Army troops and coast guard personnel were being deployed to rescue people stranded on rooftops, said Bernardo Alejandro, adding that a main road was blocked by floodwaters and mudflows.

In Albay province, Governor Joey Salceda said fatalities there included three children killed in a landslide in a mountainside village, while two men were struck by a falling tree.

As the rains started overnight, many people tried to reach safer areas, including churches and village halls, he said.

"Many of our towns seemed like islands. They were isolated from each other," Mr Salceda was quoted by the Associated Press as saying.

Mr Salceda earlier put the number of evacuees in his province at 70,000.

The storm is expected to hit eastern Quezon province early on Wednesday then pass through the provinces of Bulacan and Pampanga just north of the Philippine capital.

Schools have been closed in Manila and nearby provinces, and about 20 local flights have been cancelled.
