To get this picture the girls must have been told to stand over there and act normal or something like that. I can't imagine people at that time being apathetic to someone with a camera. Even nowadays people take interest when someone strange is taking pictures.
^ early film didn't expose instantly. All photos were staged over a long period (like 10 - 20 minutes), the subjects had to stand still, hence why they always look very stiff and formal. Aside from the novelty and relative expense.
