No, because they are Thai and a Blue Book is for them.

I need some advice on where and how to obtain a "proof of residence document" in the Nong Khai or Udon Thani areas, in order to get a "yellow book" As I live in Sakon Nakhon area, and will be traveling through both places around the 18th December on my way from Vientiane.....Is there
a suitable "immigration office" in Nong Khai or Udon?
I have a second Non immigrant "O" visa in my passport, and although traveling out of Thailand on business frequently, have been in Thailand during 6 of the last 12 months. We own a house which we built on land registered in my wife's name, which has had a blue book for the last 12 months, with my wife and stepson registered. We have an arrogant young woman running the Amphur office in Sawang Daen Din who refused to issue me with a yellow book when I tried to transfer registration of my Motorcycle last December,.... forcing me to register it in my wife's name! I purchased a car 5 weeks ago while my wife was in Australia, and now the car dealer is getting the same "run around" by this woman while trying to register the car in my name. As I intend to drive the car into Lao it will be much simpler if the car "ownership" book is in my name particularly as I am often traveling and staying at our house in Thailand without my wife.
Where can I get a "proof of residence" (in my house!) that she will be required to accept? Can a local lawyer apply some pressure..She seems to have control over the local village elected representative, and he will not argue with her, despite knowing I have built a house..been a good citizen, and have lived in my house for coming up on 3 years!

Your nearest immigration office can give you a Proof of Residence if you can comply with their rules which unfortunately differs between offices.
Some offices won't give a P of R unless you are already doing 90 day reporting.
