700m is a long way from the meter, 700m to the nearest point of isolation. If at some time in the future your cables come down on route to your property and short out there is the potential to do a lot of damage before the fuses blow at the main transformer. Maybe that's the reason for the 25m rule. The shorter the cable from the meter to your isolation and protection devices the better.
Try and talk to the engineer directly and suggest you can fit an isolator and or a fuse in a metal box near to the meter. I don't know what size your supply is but if it's 25Amp fit a 25Amp fuse or circuit breaker, even better fit an 100mAmp RCD in the box as well. The cables to the house are then protected and Mr Pea should be happy.
Did somebody do a volt drop calculation to size the cables to the house? If they're not a least 25mm sq and you are pulling a big load down 700m of cable then don't expect to see 220Volts in your house, especially if your pole and meter is another 300m from the main - probably already overloaded - transformer.
