Be careful with the concrete blocks. All the ones round Korat are non-load bearing it would seem. Tried to park the car on one ant it just collapsed into dust!

As asked in your OP, prefab concrete floor sections are sold all over. Go to Global House and get prices. You may need to have concrete beams to support the concrete "ceiling" as I have never seen a 4x4m prefab section but they may available.
Sounds as if you need a hefty ceiling/floor to support weight. I built something like this as a rice storage silo but it was open on the ground floor.
