I can't think why that is as it's not political or pornographic.

Since there is nothing wrong with the route to the hosting company then I can only guess that the website in question is blocking requests from certain IP-series.
It can be because the material on the site is licensed for a certain country/region only (like BBC player) or that the site has had lots of hacking attempts from China and has set up a general Asiablock.
You'll be bypassing that with a proxy like Thor.
