Did you look in the Event log and see if you had a more informative error message?

Otherwise I'd wipe the bastard and put Windows 7 on it.

it's a nasty virus, you can't clean it up properly, most of those "clean a virus" website are scams and will install other virus instead or worse, Trojan

if your AV didn't detect it in time, then you might need to try Ad-Aware and that other effective one I can't remember, but other virus might be hidden deep into your system

'virus or trojan, you are fucked !!!' Not quite; at least, not yet.
If it's a virus or trojan try this free eset scanner. I have System Mechanic which is 99% effective; eset is 100%. I had seen eset for sale but it is expensive and valid for only a year: just checked at Icon in CMai. BUT, this eset download is free, and works without interfering with your own computer's host anti-virus. If you are suffering from a lot of bluescreens and sluggish performance it is likely due to a virus/trojan. Eset should do the job as it works for me and my colleagues and extended family, try it...it's free too.
"ESET Online Scanner is a user friendly, free and powerful tool which you can use to remove malware from any PC utilizing only your web browser without having to install anti-virus software. ESET Online Scanner uses the same ThreatSense® technology and signatures as ESET Smart Security/ESET NOD32 Antivirus, and is always up-to-date.

    Free ESET Online Antivirus Scanner
Run it regularly. Why not? It's not only free but NOD32 is among the best anti-virus programs there are."

Most of them do. Google "Free online virus scanner".

But of course, most of them will find the shit and then send you to the Payment page for removal.
