    Often this is a sign of ground leakage, check that your outdoor box is not full of water. Remove the lightning protector and see if that helps.

    Yes if the bare aluminium cable has eaten through the pvc in the phone line cable, otherwise not.
    I thought they gave you cable, doesn't that one have a stainless carrier wire?
    You aren't using the white, round, indoor cable for this cable run, are you?

    Not much more you can do apart from waiting for a ToT technichian to come and check the line.
