A Thai 13-digit yellow, Thai ID card, for a foreigner, is available from your local District Office. If you wish to apply for one and provide the necessary info.

At car tax renewal time I give the wife the money.
She passes it on to the gardener who then spends a morning queuing up in some government office in rown
There's a new tax disc on the windscreen by the afternoon

Harry, go get your pink ID. It's a piece of cake to get one and can be used for several things in lieu of a passport.
Drive thru window at the Dept. of Land Transportation in Nong Hoi is a breeze for sticker renewal if doing it online is causing too much grief.

Anyone can rock up and pay tax for any vehicle.
I believe it's 7 years for the physical check but you can get those done all over the place to save the big queue at the transport office.
7 for a bike, anyway.
