    Police Officer Shot After Couple Gunned Down

    A police officer has been shot in an incident linked to a shooting in which a man was killed and his partner critically injured.



    Raoul Moat has only recently been released from jail and is believed to be armed

    A manhunt is underway for Raoul Thomas Moat who is believed to have shot and injured his ex-girlfriend and killed her new lover.


    This morning Northumbia Police announced that a police officer had been shot and seriously injured in an unprovoked attack.


    Detectives that the two incidents are linked and are urging the public not to approach Moat.


    The 37-year-old, from Newcastle, was only released from Durham prison on Thursday having served a sentence for assault.

    Detective Superintendent Steve Howes said the fatal attack at a house in Scafell, Birtley, near Gateshead, was motivated by a grudge against the couple.


    It is believed that Moat - reportedly a former nightclub bouncer - was previously in a relationship with the injured woman, named locally as Samantha Stobbart.


    Ms Stobbart was in the house in Scafell with her current partner when the shooting took place at around 2.40am yesterday.


    Emergency services arrived at the house to find a man lying on a grassy area opposite the house.


    The man, who is believed to be in his late 20s or early 30s and has not been named, was pronounced dead at the scene.


    Sources said Ms Stobbart was shot through the living room window of her home. She is currently in a critical condition.


    This incident is said to have prompted her partner to leave the house and he was shot dead around 50 metres from the front door.






    Det Supt Howes said: "I would like to stress that this is not a random attack and that the people involved are all known to each other.


    "We believe the offender targeted his victims because of a grudge he held against them."


    Mary Hall, 63, a neighbour living close to the scene, said she saw the gunman fire at the young woman through the living room window of her home.


    Mrs Hall said she could also see a woman in the house screaming, apparently on the phone to the police.


    "The man shot through the window and shot the girl. I saw a figure of a man with a handgun," she told the Northern Echo.

    A gunman who allegedly attacked his ex-wife and killed her new boyfriend days after leaving prison is believed to have shot a policeman in an "unprovoked" attack.

    The uniformed officer was approached by an armed man and suffered a gunshot wound, in East Denton, Newcastle, at around 12.45am. Police fear he may be targeting them because of a "grudge".


    The policeman is currently being treated in hospital where his condition is described as ''serious'' but is not thought to be life-threatening.



    A Northumbria Police spokesman said: ''Police strongly believe that this shooting is linked to the incident in Gateshead in the early hours of Saturday morning during which a man was killed and a woman seriously injured.''

    Police said the uniformed motor patrol officer was carrying out a "static patrol" on a roundabout joining the A1 and A69 when he was attacked.

    He suffered a gun shot wound and was taken to Newcastle General Hospital.
    Temporary Chief Constable Sue Sim said: "This was an unprovoked attack on a Northumbria police officer as he carried out his duty.

    "My thoughts are with his family and colleagues at this time.

    "We strongly believe that this was carried out by the same man who shot two people in Gateshead early yesterday morning.

    "Raoul Thomas Moat is a wanted man. He is very dangerous and shouldn't be approached by a member of the public."

    Police said they were pursuing several lines of inquiry and said all available resources and tactics were being used.

    Early yesterday morning a woman, named locally as Samantha Stobbart, was injured when a shot was fired through her living room window.

    Moments later her partner left the house only to be struck down around 50 metres from the front door.

    Northumbria Police were today searching for Moat, from Newcastle, who was released from Durham prison on Thursday after serving a sentence for assault.
    The 37-year-old – reportedly a former nightclub bouncer – is understood to have had a previous relationship with Miss Stobbart.

    Detectives yesterday suggested the attack was motivated by a grudge against the couple.

    But today a spokesman said: "It is now believed that his grudge at the moment is with the police

    She was terrified of Moat and hoped by telling him her new boyfriend was a copper he would leave her alone. As we know now that idea had the opposite effect.
    It was Durham Prison that informed police that they felt Moat was a serious danger to his ex partner on his realise. The police chose not to act even although Moats extreme violence was well known to them.
    I bet they wished they had got involved in this domestic.

    Gunman Moat Linked To Chip Shop Robbery


    A man matching the description of fugitive Raoul Moat robbed a fish and chip shop at gun point last night, it has emerged.


    Officers said a 6ft tall white man - aged about 35 with a "muscular build" - brandished the weapon in Blyth, 10 miles north of Newcastle, before escaping with cash.


    Dozens of armed police have been searching for Moat, 37, since Saturday morning.
    He allegedly shot his ex-girlfriend Samantha Stobbart and killed her new boyfriend Chris Brown before gunning down PC David Rathband, 42.


    The former bouncer mistakenly thought Miss Stobbart was having an affair with an officer.


    He reportedly confessed to the gun rampage in a letter warning: "I will keep killing police until I'm dead."


    One of Moat’s friends, Andy Mcallister, revealed the wanted man gave him a 49-page handwritten letter to pass on to officers and the press.


    Other extracts included: "Last night I declared war on Northumbria Police.
    "They took it all from me... kids, freedom, house… obviously I have issues, but I was pushed.



    "I am very sorry about Sam, and wish I hadn't shot at her... I never cheated on her, I wish she hadn't on me. She pulled the trigger by doing so just as much as me."


    Meanwhile, police have surrounded a house in the Springwell Road area of Gateshead. A force spokesman would only say that it was an "on-going operation".
    Yesterday, a number of people were arrested at gunpoint but were later released as police followed up reports of sightings of people resembling Moat.


    Officers have released details of a car connected to the suspect. The vehicle is a black Lexus with the registration number V322 HKX.


    Moat, from the Fenham area of Newcastle, was released from prison on Thursday after being jailed for 18 weeks for assault.


    On Saturday, he allegedly shot Miss Stobbart, 22, and killed Chris Brown, 29, at a house in the Scafell area of Gateshead, before fleeing.


    The next day, Moat is suspected of shooting married father-of-two PC Rathband, in East Denton, Newcastle. The officer's condition remains critical but stable.


    Police said Miss Stobbart - who is being "appropriately protected" - was no longer in a critical condition and was "improving".


    Officers were warned Moat may have been planning to harm his ex-girlfriend the day before he allegedly went on a shooting spree.


    Northumbria Police Temporary Chief Constable Sue Sim confirmed: "Northumbria Police were not informed that Mr Moat intended to shoot or kill Samantha Stobbart.


    "We were informed on Friday afternoon by Durham Prison that Mr Moat may intend to cause serious harm to his partner.


    "We acknowledge that it is important that these matters are investigated thoroughly, and I have voluntarily referred this aspect to the Independent Police Complaints Commission."

    Police hunting fugitive gunman Raoul Moat have arrested two men in farmland.


    The pair were seized in Rothbury, Northumberland, on suspicion to commit murder, at 10am this morning.
    It was originally thought they were being held by the 37-year-old bodybuilder.
    The media had agreed to a news black-out after police said they might be dealing with a hostage situation, but that was dramatically lifted at a news conference this morning.
    Sky's crime correspondent Martin Brunt said it is now understood the pair may have played some part in the three shootings.
    He said police are looking at the possibility they were harbouring the former bouncer, rather than being held by him.
    Officers said Moat is still at large, and have closed off a two-mile area around Rothbury in Northumberland.

    Armed police were this afternoon dramatically closing in on fugitive gunman Raoul Moat after they threw a ring of steel around a village in Northumberland.
    Residents in Rothbury, north of Newcastle, were ordered to stay inside as armed officers swarmed the streets searching for the former bouncer who has been on the run since Saturday.

    A two-mile exclusion area has been put in place on the ground and a five-mile no-fly zone in the air as officers hunt the 37-year-old, who shot his ex-lover and her new boyfriend and is also wanted for gunning down a policeman in cold blood.

    The black Lexus car police apparently used by Moat was found at an industrial estate east of the picturesque village after a tip-off from a member of the public.
    Two men initially believed to be his hostages have now been arrested on suspicion of conspiracy to murder after they were found walking along a public road.

    In dramatic scenes reminiscent of the manhunt for Cumbrian gunman Derrick Bird, heavily-armed police wearing body armour could be seen patrolling along the river and searching the countryside.
    Armed police are now examining disused farm buildings called Pike House on a hill overlooking the village.
    On the main road, drivers were being flagged down and warned: 'The gunman's in Rothbury.' Schools in the area have also been closed as a precaution.

    Bill Brown, who owns the Queens Head Hotel in Rothbury, said: 'There is a helicopter hovering overhead and a number of police vans around. But there's nothing going on in the village itself - it seems to be over the Cragside estate.'

    A media blackout instigated at the request of police had prevented any details of the apparent hostage situation being reported until now because it was feared there could be more bloodshed.
    Moat had been thought to have abducted the two men - a white man and an Asian man - as he evaded justice. He boasted of kidnapping to police in a letter and phone calls.

    But at a press conference this morning, Detective Chief Superintendent Neil Adamson dramatically revealed they are now suspected of being his accomplices.

    'Throughout this operation and investigation we have been dealing with a complex, fast-moving and challenging hostage situation. At an early stage, it was believed that Raoul Moat may have taken two hostages around the time of the shooting in Birtley,' he said.
    'Throughout this time, there has been a significant risk to the lives of the two men. Shortly after 10am this morning, one of the continuing number of firearms operations was progressed in the Rothbury area of Northumberland.

    'This followed some key information from the public that led us to recover the black Lexus car publicised yesterday. This car was unoccupied when found. Intelligence led us to conduct an operation during which we arrested two men whom were on foot walking along a public road near Rothbury in Northumberland.

    'I can confirm that both men are the people we believe were the hostages. Both have been arrested on suspicion of conspiracy to commit murder. Both are currently in police custody. At this time, Mr Moat has still not been located. I am confident, however, that with the support of the wider public and the continuing efforts of our staff, we are closing the net on Moat.'

    DCS Adamson also issued another direct plea to Moat, insisting he still had the opportunity to hand himself in. 'Please remember what I have said to you before. Don't leave your children with the distressing memories of their father. You still have a future. Give yourself up now,' he said.

    The Lexus was surrounded by five armed police vehicles at the industrial estate beside the River Coquet as a police helicopter hovered nearby.
    But Graham Noble, who lives at a farm in Rothbury, said the car had been there all day yesterday. Its significance was not realised until police issued details of the vehicle overnight.

    Northumbria Police Temporary Chief Constable Sue Sim said: 'Can I stress to the public that Moat is still at large and we need to locate him.
    She urged: 'Members of the public in the area are advised to remain indoors and await further instructions. Anyone considering visiting Rothbury is also advised not to travel at this stage.

    'People will see armed officers on the street. This is a precautionary measure to protect and reassure them. Rest assured everything is being done to get this to a conclusion.'

    The police chief added that other inquiries were also happening across Northumberland in connection to the case.

    Earlier this morning, armed officers had raided the home of a former bouncer in Wrekenton, Gateshead. A man fitting Moat's description also held up a fish and chip shop in Blyth last night.

    After his release from jail last week, 37-year-old Moat shot his ex-partner Samantha Stobbart and fatally wounded her new boyfriend Chris Brown.

    He then went on to blast PC David Rathband, who was on traffic patrol in Newcastle upon Tyne. The officer survived with horrific injuries.
    Hours after the last attack, a ranting 49-page letter containing an extraordinary declaration of war against police was apparently hand-delivered by a friend.
    In the missive to the Northumbrian force, Moat vowed to keep killing officers until his own life was over, proclaiming: 'I am a killer and a maniac but I ain't no coward.'
    It showed his attack was carefully calculated, right down to his selection of bullet for his former lover so that she would survive but be scarred for life to remind her of him.

    Moat has also published an extraordinary 'hit list' of his next targets on Facebook, in which he vowed to execute 22-year-old Miss Stobbart's family and gun down any police officers that 'get in the way'.
    Detectives revealed yesterday how they were warned Moat was going to cause 'serious harm' to Miss Stobbart hours before he shot her and her boyfriend Chris Brown on Saturday morning.

    The following day, he dialled 999 and boasted he was going to kill a police officer 12 minutes before he ambushed PC Rathband at a roundabout.
    After the third shooting, he called police again to taunt them about their failure to catch him and warn he should be taken seriously.
    In the police letter, a copy of which was sent to the Sun newspaper, Moat made it clear that he blamed the force for his spell in prison for beating his nine-year-old daughter. While he was in Durham Jail, Miss Stobbart announced their relationship was over.

    'I'm not on the run, I'll keep killing police until I am dead,' he said. 'Last night I called 999 and declared war on Northumbria Police before shooting an officer on the West End A69
    roundabout.
    'I rang again and told them they are gonna pay for what they've done to me and Sam. I went straight but they couldn't let it go.

    'The public need not fear me but the police should as I won't stop till I'm dead. They took it all from me, kids, freedom, house, then Sam and Chanel (their daughter). Where could I go from there? Obviously I have issues but I was pushed. I never beat my kids.'

    He admitted the incident in which he blasted Miss Stobbart and killed her boyfriend, declaring: 'On the night 3/7/10 I shot Chris Brown and Samantha Stobbart after an argument earlier that evening.'

    It had been thought that Miss Stobbart was shot in the stomach at her mother's home in Gateshead before the killing of her new boyfriend. But Moat gives a different account, saying: 'I put the third round into his head then went to the window and fired at Samantha.'

    On his relationship with Miss Stobbart, he said: 'I still love her despite everything, but my head is a mess right now and I know I'm too far gone to make much sense of it. I have slept one hour per night for three weeks now. I'm sorry about Sam and wish I hadn't shot her. Just make sure she stays alive. I never cheated on her. I wish she hadn't on me. She pulled the trigger by doing so just as much as me.

    'I am a killer and a maniac but I aint no coward. I was terrified of losing Sam as I knew I would lose the plot and that. Now I realised Sam is really hurt, I am gutted I never meant that.'

    He also threatened the medical team treating Miss Stobbart, saying: 'Those doctors better save her or I'll hit that hospital.'



    HOW POLICE ARE TRACKING MOAT


    Police were last night trying to track Moat through a variety of means, including mobile phone and internet usage.

    When he phoned 999 to say he would shoot an officer, the number he called on will have been recorded by the control room. But only if that mobile is switched on will they be able to track his movements.

    Tracing him via his use of internet sites such as Facebook is also problematic.

    He could be roaming and using different wireless networks with a laptop, which means it is not easy to trace him to a particular static location.


    The Sun said that Moat had delivered his letter to a friend, Andy Mcallister, saying he wanted it delivered to police and the press. Mr Mcallister said he called police as soon as Moat left.

    The existence of the Facebook list of targets was revealed by Miss Stobbart's elder sister Kelly, 27, from Gateshead. She and her grandmother Agnes Hornsby have both given interviews describing Moat's violent behaviour.

    'He's updated his status on Facebook and there's now a hit list,' said Miss Stobbart. 'I'm on it and so are family members. He's said he will take out any police that get in his way. I'm absolutely petrified because he's angry with me and my family.'

    From her hospital bed, Samantha Stobbart begged him to stop the slaughter, saying: 'Please give yourself up. If you still love me and our baby you would not be doing this. When you came out of jail I told you I was seeing a police officer. I said this because I was frightened. I have not been seeing a police officer.'
    Yesterday a friend of Chris Brown revealed that he had been in a relationship with Miss Stobbart for only a week.

    Jamie Rushin, who was about to set up a karate club in Birtley with 29-year-old Mr Brown, said they met Miss Stobbart canvassing door-to-door for their business.

    'Me and Chris taught her. They'd been in a relationship for a week, boyfriend and girlfriend.'

    Moat revealed in his letter that he crouched under an open window for 90 minutes early on Saturday listening to his ex-girlfriend and her new boyfriend mocking him - before he shot them both.
    Names of other people in his account were withheld.
    He wrote: 'Hid under *******'s window and waited. For an hour and a half, I listened to them mocking me. It was hurtful listening to Sam, especially after nearly six years.

    'They had opened a window and I could hear everything. If I was ever going to back down, listening to them stopped that.
    'At 2.30 am, they came out. I shot him in the chest and he ran off. ******* phoned the police from the front door screaming. I reloaded two customised rounds. One for Sam, one for him.

    'Sam's was half the powder, with small-gauge pellets. With a superficial injury she would get massive compensation payout for her and Chanel's future (Chanel is the couple's daughter), inadvertently providing for me when I'm gone.
    'And there would be small scarring, reminding her not to ever do this to anyone again. How could she have done this to me? I put the third round into his head and went to the window and fired at Sam. It hit but she seemed OK but I paused to be sure. She crawled to the kitchen quickly and hid behind the door.'
    Speaking about his sudden rages he said: 'It's like The Hulk, it takes over and it's more than anger and it happens only when I'm hurt, and this time I was really hurt. I've slept one hour per night for weeks now. It feels like I'm watching a film, not real at all.'
    Of his relationship with Miss Stobbart, he said it had lasted almost six years. 'We'd known each other for a few years prior to this as she used to go to Newcastle drinking and talked to me while I worked on the door of Liquid Bar in the Bigg Market. We became quite close.

    ''Sam was like no other and filled huge gaps in my life, and changed my view on life. Always in my adult life I have felt alone, estranged from my entire family, and needing to belong somewhere but never did.

    His face a mask of blood, this is the heroic police officer shot at point-blank range by Raoul Moat.
    The horrific photograph of PC David Rathband, 42, was taken shortly after he was gunned down while on patrol in his marked car.
    He asked for it to be released to the public in the hope that it might help the hunt for the killer who shot him in cold blood. 'Catch the man responsible,' he told colleagues.

    The PC was sitting in the driver's seat when Moat approached him from the passenger side and blasted him twice in the face and chest with a shotgun.
    Despite his horrendous injuries the officer, who is married with two children, managed to radio his colleagues and raise the alarm. PC Rathband, who has been in the force for ten-and-a-half years, remained in a critical but stable condition in Newcastle General Hospital last night.
    The photograph, taken before he underwent surgery, shows him in intensive care, wires attached to his chest and stomach.
    Surgical dressing patches a wound on his left shoulder, whilst further bandaging around his neck is clearly drenched in his blood.
    His head leaning to one side, shrapnel wounds pepper his face as blood trickles down his chin and on to his chest.
    PC Rathband was shot as he sat in his marked police car at the roundabout joining the A1 and the A69 at East Denton, in Newcastle, at 12.45am on Sunday.
    Just 12 minutes earlier, his attacker had telephoned 999 to tell police he was going to shoot dead one of their officers.
    Although the conversation lasted six minutes, Moat's position could not be traced.
    PC Rathband, who has a son, Ashley, 16, and daughter, Mia, 12, with his wife Kath, was on static patrol duty when he was attacked.
    Fifty minutes later, Moat called police again with the mocking message: 'Now are you taking me seriously?'

    Temporary Chief Constable Sue Simm, who visited the officer in hospital yesterday, praised his 'extreme bravery'.
    She said: 'Despite being seriously injured David demonstrated extreme bravery by alerting his colleagues and even managed to give fellow officers vital information about the incident which has proved invaluable.
    'I have nothing but absolute admiration for David. He acted in the best traditions of the police service, showing outstanding bravery in what must have been a terrifying situation.
    'At his request we are releasing a photograph of his injuries before he received treatment.'

    Police failed to protect Raoul Moat's ex-girlfriend despite being warned by prison authorities that he intended to attack her.
    Samantha Stobbart, 22, was blasted by Moat with a shotgun at a relative's house hours after police were told he planned a 'serious' assault on her.
    The Northumbria force admitted the extraordinary and embarrassing failure yesterday, and the matter was handed over to the Independent Police Complaints Commission.

    Moat, a muscular former nightclub bouncer with a history of violence, was released from Durham Prison on Thursday after completing half of an 18-week sentence for hitting his nineyearold daughter. Intelligence picked up from within the jail was passed on to prison chiefs who alerted police on Friday afternoon to a potential threat posed by Moat.
    Miss Stobbart was shot through the living-room window of the house in Gateshead at around 2.40am on Saturday. Her new boyfriend Chris Brown, 29, was shot dead at the same time.
    Temporary Chief Constable Sue Sim said: 'Northumbria Police were not informed that Mr Moat intended to shoot or kill Samantha Stobbart. We were informed on Friday afternoon by Durham Prison that Mr Moat may intend to cause serious harm to his partner. We acknowledge that it is important that these matters are investigated thoroughly, and I have voluntarily referred this aspect to the Independent Police Complaints Commission. We will of course fully cooperate with it.'
    Police refused to comment further on the prison warning and it is not known how seriously the tip-off was taken or what action, if any, was taken to alert and protect Miss Stobbart from her jealous former lover.

    Despite his history of domestic violence, Moat would not have been assessed before release from prison as he served less than 12 months in custody. The IPCC inquiry will focus on what information was passed between prison staff, probation officers and police. They will want to know whether appropriate resources were allocated to managing the risk Moat posed, based on what was known at the time.
    The Ministry of Justice said because he was serving a short jail term his release was automatic and the timing determined by the sentence imposed by the court rather than any assessment of his fitness or threat he caused.
    For offenders serving at least 12 months behind bars, more stringent conditions are imposed upon release from prison. These can include orders to live at a certain address, obey a curfew and attend programmes aimed at reintegrating them into society.

    Word is he was wound tighter than a coiled spring via Facebook comments viewed in Jail.

    The new boyfriend of his ex was only riding her for two weeks, before he got both barrels in the head.

    Going crazy up here at the mo with helicopter's etc.

    I went straight but they couldn't let it go. The public need not fear me but the police should as I won't stop till I'm dead. They took it all from me, kids, freedom, house, then Sam and Chanel (their daughter). Where could I go from there?

    Police are continuing their hunt for crazed gunman Raoul Moat this morning, who is thought to be holed up in woodland armed with two shotguns and enough ammunition to slaughter dozens of officers.
    The deranged former bouncer, who has vowed to keep killing officers until he dies, was believed to be lying in wait in a secret hideout.
    But there are growing fears today that he may have slipped through the net after dumping a car that he had been using to try to throw police off the scent.

    The dramatic developments come as it emerges he called a friend minutes after shooting his ex-girlfriend Samantha Stobbart and her new partner.

    'He told me he had two shots left and he was going to use them to kill himself. I told him not to, but he said he had to go and promised to phone again.'

    In his 49-page letter which he called his 'murder statement' he listed the people he had grievances with and declared 'I've got a good mind to come back and shoot them.'

    The document, which Mr Mcallister later gave to police, was titled 'Raoul Moat Murder Statement 4/7/10'.

    In it, he threatened to 'shoot the liars' he believes wrecked his relationship with Miss Stobbart.
    He said of one of her relatives: 'I've read in one of the papers where **** claims I bruised Sam.

    'Stick that lying **** on a lie detector, cos I ain't ever bruised Sam. Ever.

    'As for my neighbour claiming she's heard me beating my kids, do the same with her. **** just hates me.'

    In the document, Moat refers to a former friend as a 'fat mug coke-head, who'd lost it', and claimed another friend had now become a police informant.

    Last night armed police surrounded a stone cottage three miles outside Rothbury after a young family returned home to find their garden shed had been broken into.

    Alarmed and frightened, the couple and their two young children drove to friend Robert Storer's home nearby after making the discovery around 10pm.



    Mr Storer, a kitchen and bathroom retailer, then accompanied the father back to the cottage to carry out a proper check. They found the downstairs doors secured and the property seemingly undisturbed.

    But when the family returned to the house together 30 minutes later, a patio door leading from the master bedroom to a balcony had been opened, when it had previously been closed, and curtains which had been left open were now closed.

    Bristling with weapons and armour, this is one of the police marksmen.

    Each was armed with a Heckler and Koch G36 assault rifle that can fire 25 rounds, and a Glock 17 SLP 9mm pistol, which carries 17 rounds.

    They also had a Heckler and Koch L104A1 37mm single-shot launcher which fires rubber baton rounds, a Taser X26 that is capable of firing 50,000 volts up to 21 feet and AEP (Attenuating Energy Projectile) baton rounds which can be fired 100 yards.

    They wore helmets capable of withstanding 9mm shotgun, rifle and handgun ammunition, body armour, shields and goggles.

    They also carried Airwave radios fitted with an earpiece, a torch, handcuffs and extra rounds for the G36 rifle
