    Early reports suggested it happened at a government building which contains the offices of the Prime Minister.

    Large amounts of glass and metal have been seen in the street.

    Police and fire officials have declined to comment on the cause of the explosion.
    The wreckage of a car was seen outside one building and there was early speculation that the damage was consistent with that from a car bomb.
    One radio journalist reported from the scene.
    "I see that some windows of the government headquarters have been broken.
    "Some people covered with blood are lying in the street."

    Norway has experienced problems with several homegrown terror plots linked to al Qaeda.
    Last week, a Norwegian prosecutor filed terror charges against an Iraqi-born cleric for threatening Norwegian politicians with death if he was deported.

    Three people have been arrested in connection with a plot to bomb targets in Norway, police in Oslo have said.

    Two of the plotters were arrested in Norway and one in Germany, said the head of the Norwegian security police, Janne Kristiansen.

    The men - a Uighur from China, an Iraqi and an Uzbek - are said to have ties to al-Qaeda and to be linked to bomb plots in the US and UK, Ms Kristiansen said.

    The three, all Norwegian residents, had been under surveillance for a year.

    US prosecutors say the Norwegian case is linked to foiled bomb plots in New York and the English city of Manchester.

    "We believe this group has had links to people abroad who can be linked to al-Qaeda, and to people who are involved in investigations in other countries, among others the United States and Britain," Ms Kristiansen said.

    She said one of the men was a Norwegian citizen, 39, a Muslim Uighur from China, who had lived in Norway since 1999.

    Another was an Iraqi citizen, 37, who was granted Norwegian residency on humanitarian grounds.
    Norwegians are coming to terms with the fact that their country can no longer be considered a neutral peace facilitator, immune to international terror threats
    The third man was an Uzbek national, 31, who was granted permanent residency in Norway on grounds of family reunification, Ms Kristiansen said.

    (OSLO, Norway) — A powerful blast tore open several Oslo buildings including the prime minister's office on Friday. One person was reportedly killed and several were injured, as the blast shattered windows and coated the street with documents.

    Prime Minister Jens Stoltenberg is safe, government spokeswoman Camilla Ryste told The Associated Press, although it was unclear whether that meant he was uninjured. Norway's public broadcaster, NRK, said one person was confirmed killed. There was no immediate word on the cause of the blast. NRK showed video of a blackened car lying on its side amid the debris.

    A Norwegian government official says there are people trapped in the buildings hit by a bomb blast at the government headquarters in Oslo.

    State Secretary Kristian Amundsen told BBC that "there are still people in the buildings" at the blast site. He declined to elaborate, saying: "I can't go into details." (See the 2010 Stockholm bombings.)

    He said this situation is the worst his country has seen.

    Norwegian news agency NTB says police confirm the Oslo explosion was caused by a bomb. The country's public broadcaster, NRK, said one person was confirmed killed.

    "There has been one or several powerful explosions in the government district in Oslo," Oslo police said in a brief statement.

    "So far, police cannot say anything about the scope of the damage, aside from that there's been one or several explosions."

    An Oslo police official, who would not give her name because she was not authorized to speak to the media, said "there are several people injured."

    She said the cause of the explosion was not clear. Asked whether police suspected a terror attack, she said: "It's too early to speculate in that."

    Most of the windows in the 20-floor highrise were blown out, and the bottom floor appeared to be gutted. Nearby offices were also heavily damaged and evacuated, including those housing some of Norway's leading newspapers and news agency NTB.

    Witness Ole Tommy Pedersen was standing at a bus stop about 100 meters (yards) from the high-rise at around 3:30 p.m. (1330 GMT) when the explosion occurred. "I saw three or four injured people being carried out of the building a few minutes later," Pedersen told AP.

    An AP reporter who was in the NTB office said the building shook from the blast and all employees evacuated as the alarm went off. Down in the street, he saw one person with a bleeding leg being led away from the area.

    The government building houses the offices of the prime minister and his administration. Several ministries are in surrounding buildings.

    The blast comes as Norway grapples with a homegrown terror plot linked to al-Qaida. Two suspects are in jail awaiting charges. (See pictures of terrorist attacks in the U.K.)

    Last week, a Norwegian prosecutor filed terror charges against an Iraqi-born cleric for threatening Norwegian politicians with death if he is deported from the Scandinavian country. The indictment centered on statements that Mullah Krekar — the founder of the Kurdish Islamist group Ansar al-Islam — made to various news media, including American network NBC.

    Terrorism has also been a concern in neighboring Denmark since an uproar over cartoons of the Prophet Muhammad six years ago. Danish authorities say they have foiled several terror plots linked to the 2005 newspaper cartoons that triggered protests in Muslim countries. Last month, a Danish appeals court on Wednesday sentenced a Somali man to 10 years in prison for breaking into the home of the cartoonist.

    Update at 12:44 p.m. ET:
    The BBC reports that anti-terrorist police have been dispatched to the island about 40 minutes from Oslo where a man disguised as a policeman reportedly opened fire at a youth camp operated by the Labour party. The BBC says Prime Minister Stoltenberg had been scheduled to address the gathering on Saturday and was not there at the time of the shooting.

    Update at 12:37 p.m. ET: In a separate incident, that may be related, a Norwegian newspaper reports that a man in a police uniform has opened fire at a youth camp outside Oslo. The BBC says that Prime Minister Jens Stoltenberg had been scheduled at speak at the camp.

    Update at 12:34 p.m. ET: The AP at least 15 people were injured in the blast. Neither Prime Minster Jens Stoltenberg nor any government ministers were among the injured, the AP reports.

    Most of the participants on the youth summer camp are 14 - 18 years old.
    4 people are said to have been killed at the camp, the perpetrator has been caught by the police.

    Lethal Oslo Bombing: Who Are The Suspects?

    Although Scandinavian countries have reputations as liberal havens, there is a long list of groups with grievances who could have carried out the lethal bombing in the centre of Oslo.
    Sky News security editor Sam Kiley pointed out that the target - offices of the Government in the centre of town - made it likely that the bomber or bombers were seeking to make a political point rather than kill the maximum number of people.
    "This was not an attack on something more vulnerable such as a railway or a crowded shopping mall, this was an attack at the heart of the Norwegian body politic," he said.
    "It is clearly designed to send a very powerful political message."
    He said groups including the Tamil Tigers and al Qaeda in the Arabian Peninsula had cause to hold a grudge against Norwegian authorities.
    Norway has also been very active in the Nato-led operation against Muammar Gaddafi's forces in Libya, and has sent troops to fight the Taliban in Afghanistan.
    At home, Kiley said, authorities have - like those in Britain - been trying to get immigrants to the country to conform more to the Norwegian way of life amid concerns home-grown terrorists may pose a threat.
    Two suspects are currently in a Norwegian jail awaiting charges relating to a suspected al Qaeda-style terror plot.
    Last week, a prosecutor there filed terror charges against an Iraqi-born cleric for threatening Norwegian politicians with death if he is deported.
    The indictment followed statements made by Mullah Krekar, the founder of Kurdish Islamist group Ansar al Islam, to various news media outfits.
    Kiley added that if it were proven that a car bomb or bombs had caused the devastation it would point security services in the direction of those behind it.
    "A car bomb can deliver a very large amount of home-made explosive," he said.
    "You could probably get at least a tonne of high explosive in it and you also have the secondary explosive of the fuel in the car.
    "It can be an absolutely devastating weapon."

    Norway the offices of the newspaper VG just next to the Government office also heavily damaged, they published the Danish cartoons, and with the war in Afghanistan Iraq and the Nato operation in Libya all with Norway doing their little bit, plenty of reasons for lunatics and previous threats issued against Norway.

    Chances that this is an fanatical islamic terrorist attack are quite big, but nothing certain as yet.
