The Government should consider asking relatives, neighbours and workmates whether people are fit to hold a gun licence, the former head of Scotland Yard has said.
Sir Ian Blair said policy-makers could spread the net of people consulted on the suitability of those who want to own lethal weapons.
The retired senior officer said seeking the approval of doctors, firearms officers and magistrates is "rather limited". His comments came as it emerged that Derrick Bird was a licensed shotgun owner with a previous criminal conviction.
The taxi driver, who was convicted of theft in the 1990s, acquired the licence in 1995 and had also held a firearms licence for a .22 rifle since 2007. Police have confirmed that these licences covered the two weapons recovered after the mass shootings in Cumbria on Wednesday.
According to Home Office guidance, Bird's conviction for theft would only have to be "considered" and would not prohibit him entirely from possessing a firearm.
The Criminal Justice Act sets out restrictions on the possession of firearms by people with criminal convictions, stating that those jailed for three years or more are never allowed to possess firearms, and those sentenced to between three months and three years must not possess firearms until five years after their date of release.
However there has been no suggestion that Bird served any time in prison.
Sir Ian said the possession of a firearm is a "privilege" and those who have them should be prepared to give up some privacy.
In an article posted on The Guardian website, Sir Ian suggested that licences should be reviewed and more questions asked the longer they are held. He compared firearms licences to driving licences, which are reviewed when motorists turn 70. He said: "I think the people of Cumbria will wonder too as to whether that privilege should require the giving up of some privacy in order to continue to have access to an object which, unlike a car, is designed and treasured solely for its lethality."
Sir Ian said calls for further changes to firearms laws are a "completely understandable desire" to prevent such a tragedy occurring again.

Derrick Bird, the Cumbria shootings gunman, was deported back to Britain after he was involved in a drunken row at a Middle Eastern airport, friends said.

Derrick Bird was said to have been deported home after his drunken row.
The 52 year-old taxi driver become involved in the drunken argument with a friend at Doha airport in Qatar after being teased about money.
Security at the airport refused to allow him to board his connecting plane to the Thailand capital Bangkok amid fears he was a “flight risk”.
He had been travelling to the east coast city of Pattaya with several friends for a pre-christmas holiday last year.
The group of divorced taxi drivers, aged in the late 40s and 50s who travelled to the country several times a year, started drinking heavily during their short stopover in Doha.
One unnamed member then started teasing Bird about money who then lashed out at the departure gate and was then restrained by security.
Police then deemed him too drunk to board the flight and took him to a secure location to sober up before deporting him back to Britain.
The friend, who asked not to be named, reportedly said: “When they all arrived in Doha it seemed like everyone was getting on.
“I heard that there was quite a lot of banter, like you would expect there to be and they had a few drinks on the plane.
“It all kicked off though when Birdy mentioned that he loved Thailand because it was cheap and someone made a joke about him being cheap. Birdy saw red. He went mad and went for him and officials had to step in.
“They’d never seen him flip before and it really shocked them. He must have had a lot of stress just bottled up.
“He was taken off and the next thing they knew was he wasn’t allowed on the flight and was flown back to England.”
Friends said that after the incident the group shunned Bird, who did not join them on their next Thai holiday in February.
