Fury at Rwanda sterilisation bill



Rwanda is being urged to drop a draft law which would forcibly sterilise people who are mentally disabled.

US-based campaign group Human Rights Watch said the proposed law was deeply flawed and violated the government's obligation to uphold human rights.

It also requires people to have an HIV test before getting married.

"Provisions in the current bill that increase stigma, rely on coercion and deny... reproductive rights should be removed," HRW's Joe Amon said.

Forced sterilisation is regarded as a crime against humanity by the Rome Statute of the International Criminal Court.

Rwanda has successfully managed to lower the spread of Aids in recent years thanks to its HIV campaign.

Figures from the World Bank in 2007 put the prevalence of Aids in the country at about 3%, down from 11% in 2000.

"While Rwanda has made notable progress in fighting stigma and responding to the Aids epidemic, and has pledged to advance the rights of persons with disability, forced sterilisation and mandatory HIV testing do not contribute to those goals," said Mr Amon, the health and human rights director at Human Rights Watch.

"These elements of the bill undermine reproductive health goals and undo decades of work to ensure respect for reproductive rights."

Hypocrisy. Good on Rwanda for pragmatically trying to solve a major problem that all sub-saharan African countries struggle with. Are the moralists who want to deny Rwandans the right of their own legislation willing to care and cough up the cash for the disabled kids ? Let's not forget that late abortions are legal in many countries in Europe in case your kid is disabled. Oh but maybe abortions are better than sterilisations...
Sterilising disabled citizens is the only solution for a country that can't afford the Western way of "getting rid of disabled kids" (ie. putting them in homes for the handicapped, paid by the public, so the parents can forget about them)

People get so upset at any laws that regulate reproduction. Either banning abortion, sterilization or anything of the like, you have to hear the "it's the woman's body" argument. Why then do most of these same people have no problem with drug laws that also control what you can do with your own body? Laws are so silly sometimes.

they did the same thing here in Colombia, sterilizing poor people who were having tons of kids and putting a strain on the economy, they told them they needed vacinations and sterilized them.

There are degrees of mental disability..suely that's reognised...but if your a full blown cabbage..then chances are that you have no idea that shagging 'Umbeki' will result in a child??? am I correct..

So I am with Rwanda on this one..sorry but I agree, they haven't got the resources that the west has to abandon their mongaloid kids on the doorstep of the state...or abort them when the have their little test..just look at Thailand for a prime example and this country is far richer..many monged kids just sit at home to die due to poor helth care..and I watch on TV with my wife...where the parents have abandoned their 'unwanted' one with family or even neigbours!!!

Mandatory HIV tests are surely a good idea..the world over...A: you would know that you had it and could get on the drugs sooner and hopefully be a good human and not pas it on to anyone else????

Too many people in Africa, and too little food. HIV is a good way to control the population, and who gives a shit anyway, they can do what they like as long as I don't have to pay for it. Exterminate them all, no one will notce.

Here's why I wouldn't waste my time on his work: Environmental damage destroyed the Anasazi? They were in Utah, Colorado New Mexico and south from there in the fekin 1100-1200s. In these countries there is an abundence of medication available to prevent pregnacies, the makeshift hospitals are full of birth control pills. Oddly there is no education, clean water or food provided to these peopple.

But thanks to the good old UK and US they will never be short of a pill or injections to reduce the peoples of these nationans.

It's a myth that Africa can't sustain and feed its population. That might be true for India, especially as the rising wealth of the middle class causes a change in their diet, but Africa simply is misgoverned. They don't know how to farm, they lack the money to invest and the massive dislocation of white farmers and consequent redistribution of farm land by corrupt politicians isn't helping either.
There are a couple of African countries with very little chance of an agriculture above self-sufficiency, but in general Africa could not only feed itself but become a major agricultural exporter. But a growing population coupled with a declining agricultural industry in some countries without any birth control is of course Bono's wet dream. Food aid and charity concerts for the next decades to come.
Just like Indias population growth feeds up all its economic growth.
