Scores of detained asylum seekers take Australian cash and return home

Dozens of asylum seekers held in a detention centre in Papua New Guinea have elected to accept cash from Australia to return to their home countries, officials and refugees said, the largest exodus from the South Pacific camp in four years.

Australia has ratcheted up efforts to clear the Manus Island detention centre of people who have twice had their refugee claims rejected, amid fears a deal for the United States to take refugees has fallen through.

Reuters reported late last month that asylum seekers were being repeatedly called to meet with Australian officials and pressured to take amounts of up to $25,000 to return to their home countries or face deportation.

READ MORE: Canada and U.S. join forces on tackling border asylum-seekers

As legal attempts to halt the threat of deportation stall, as many 29 men, all of whom have spent four years in detention, have elected to leave in the last few weeks, sources familiar with the situation told Reuters.

A group of nine Nepalese men will depart PNG on Friday, one source said.

One source told Reuters approximately 14 detainees have asked the International Organization for Migration (IOM) to facilitate their transfer home. Refugees on Manus Island said a further 15 have not used the IOM to return home.

"There is a growing thought that it is better to move on and get on with our lives rather than hang onto some false hope," an official Australian source told Reuters, who declined to be named

"We haven't seen as many people leave since the first year of the camp being reopened in late 2012."

Offering money to failed asylum seekers to return home is not illegal, however, the sums being offered have more than doubled since a year ago and are far above the funds being offered elsewhere. Germany has announced plans to offer up to 1,200 euros (1,028 pounds) to asylum seekers to return home.

After four years in detention in conditions widely criticised by organisations such as the United Nations many of the detainees are suffering mental health issues.

The Papua New Guinea Supreme Court last year ruled the Manus Island centre breached human rights, was illegal and must close.

Voluntary returns of failed refugees will ease criticism of Australia and its policy of indefinite detention for anyone who attempts to make it to Australia by boat. But finding a solution for the refugees on Manus Island, the bulk of the more than 800 men held in PNG, will prove more difficult.

The United States has agreed to resettle up 1,250 men, woman and children on Manus Island and Nauru, though security interviews have stalled, hinting Washington may leaning towards revoking on the deal.

Australia should have been booted out of the Commonwealth for those concentration camps and been sanctioned by the EU.

Since they're mostly economic migrants, this is a pretty stupid fucking idea, because now every fucker will think they're on for 25 grand and a free trip home if they can get there.

Somethings are never told to the public, but Indonesian fishermen, would sail into Australian waters, not to fish, but to get arrested.

Australian prison time, paid more money then fishing, prisoners got $10 to 15 dollars a day for working in prison industries, free food, accommodation and medical, plus a free flight home.

Worked in a women's prison for awhile, lots of Vietnamese, cottage units, 6 to a small house, happy as hell, 2 years for drug smuggling small amounts.
Money was sent home to support their families, buy homes etc. more money than they could ever earn in a rice field.

That's not even getting into north Africa and middle east, alleged refugees claiming welfare, housing and going home on holidays.

Didn't the UK pay refugees/illegals to return home only to find them re-entering the UK some time later?
    Here it is. Dated 2011.

Migrants paid £2,000 to go home... but can ask to come back in two years

Young men hide in a truck in the hope of reaching England from Calais, northern France. It has emerged that illlegal immigrants paid to leave the country will be allowed to apply to return after just two years

Illegal immigrants ‘bribed’ thousands of pounds to leave the country will be allowed to apply to return after just two years, it has emerged.
The amount of time before they can re-apply for entry is being reduced from the current five-year minimum.
Critics said the combination of payouts and swift returns could amount to a ‘fare-paid holiday at taxpayers’ expense’.
The new rules will apply to illegal immigrants who have entered the country without permission, failed asylum seekers and visa overstayers.
It is estimated there are around one million currently in Britain and over the past two years nearly 10,000 have taken advantage of departure handouts.
The biggest payouts are to failed asylum seekers who can claim up to £1,500 in ‘reintegration assistance’ including a cash ‘relocation grant’ of £500.

Asylum seekers with children can claim up to £2,000 per person. Last year the cost of running the scheme and making the payments totalled £16million – excluding payments to other illegal migrants, who can receive up to £1,000 worth of assistance.
However there are fears the changes could see many migrants returning despite having already benefited from a taxpayer-funded scheme.
To qualify for the new rules they will have to leave within six months of the date of their final legal appeal. But this definition of a ‘prompt’ departure means many could still have been here for many years before leaving.
Migrants who refuse to leave and have to be kicked out will still face a ten-year ban on applying to re-enter the country.

And those who take longer than six months to leave voluntarily will still be banned from returning for five years. All those who apply to return will have to qualify for a visa.
Sir Andrew Green, chairman of the MigrationWatch think-tank, said: ‘This is a bizarre idea that has appeared completely out of the blue. It could well amount to a fare-paid holiday at taxpayers’ expense. Those few illegal immigrants who are removed should stay removed.’
Last night ministers defended the policy shift, saying it would act as an incentive for migrants to leave more quickly.

'Good news': Immigration minister Damian Green said was 'better value' for the taxpayer to get 'people who have no right to be here to leave voluntarily'

Officials also pointed to savings made in the costs of immigration detention and support and the forcible removal of migrants.
Immigration minister Damian Green said: ‘It is much better value for the taxpayer if we can get people who have no right to be here to leave voluntarily.
‘Overall it’s good news all round. It means they’re in this country for a shorter period of time, which is good for confidence in the immigration system, and it saves money, so that’s why we’re reducing the number of years for which they are subsequently banned for having been here illegally in the first place.
‘We expect those with no right to be in the country to leave voluntarily. Where we need to enforce someone’s return they will still be subject to an automatic ten-year ban on re-entering the UK.
‘Anyone applying for a UK visa will have to meet our strict immigration rules and their immigration history will be taken into account.’
The announcement came as ministers unveiled measures to encourage migrant millionaires.
Those who invest £5million will be allowed to settle here after just three years. A £10million cash injection will mean a fast-track visa after just two years.
Mr Green has also announced a new access route for ‘exceptionally talented’ migrants. Up to 1,000 visas will be available for brilliant individuals such as artists and scientists.
    Good luck Australia.

Thanks SA I learn something new everyday, so Australia had their own concentration camps in the South Africa Boer War, I knew the British had theirs, but I didn't know about the Australian ones. All the Boer war concentration camps had names, do you know the names of the Aussie ones, they seemed to have slipped by historians.

The EU wasn't around at the time of the Anglo Boer war.

They gambled on an Australian government capitulation, and lost. Take the money and run, economic refo's. And the illegal people smuggling trade from Indonesia, has all but vanished. A government owes an obligation to it's citizens to protect it's own borders, and territorial integrity.

Old SA will fall off his plastic stool outside 7 Eleven walking street when he reads that, it could put him right off his Lao Khao sundowner. I hope he doesn't bang his head - that might knock some sense into him and I rather enjoy his demented rants.

You fucking moron, that is the number of UNHCR registered refugees who were interviewed and assessed by UNHCR officers, or those delegated by them, in refugee camps. So fucking what? Every signatory country to the 1951 Convention takes in its quota of such refugees at the request of the UNHCR.

I'm talking about the asylum seekers who have journeyed independently of the UN to Australia to seek refuge under the 51 Convention but are corralled in foreign concentration camps where they are neglected and left to die without proper medical attention and basic civilised care.

It's a disgrace and the ockers should be punished for it.

Actually, I believe that most of the members here, on the Teak Door are quite smart ... not stupid as you imply.

They, most likely, have a love of their birth country and would like it to remain largely intact.
They aren't heartless folk and understand that, around the world there is much poverty and upheaval and ask their government to do their fair share.
They ask their government to be compassionate, but they also ask their government to follow the rules.

Seekingasylum ... No need for the personal insults, it distracts from the point you are trying to make and it also makes you look ... basically ... silly.

On a per capita basis, Australia takes more refugees then Ireland, but you conveniently don't mention that.

You mention the '51 Convention' which implies that an 'asylum seeker' should seek asylum in the first country they encounter ... later amended to the first 'Safe Country' they encounter.

Pick almost any country you wish with a desire to come to Australia. Let's choose Syria. Maybe they could fly to Australia ... but NO ... the airline won't carry them because they don't have a Visa.

So they go overland. In the squillion of countries they would travel to en-route to Australia, do you think they might have traversed a few 'Safe Countries'?
You could reply no to that ... but that would also shine a light on your ignorance.

Seekingasylum ... if you are truly believing in your nic's name ... why are you on Teak Door espousing what other countries should do with their policies ... why aren't you out in the field as an NGO, working on a daily basis with with the issues you address here ... or personally take in as many asylum seekers into your personal home and post your exploits here?

    There's a challenge for you.

    Go reap what you sow.

EDIT:- Worth adding this gem ...

What is it with a certain type of old man, usually English, and depraved homosexual imagery? Do all of you have this filth swilling around in your minds? It certainly seems to be your first recourse when it comes to insult. You must all have been terribly damaged in your younger days.

David, that's a bloody silly thing to to say. Why on earth would anybody "truly believe"what their nic says, do you imagine the poster just above this post truly believes he's a pungent Japanese root? Anyway, asylum means far more than being a refugee or seeking economic asylum, any person with the slightest amount of culture or sensitivity should be seeking asylum from the repulsive maelstrom of stupidity, ignorance and hate our once magnificent Western culture has declined to.
