    Putin: Syria ceasefire agreed between government and rebel forces

    Russia's President Vladimir Putin has said a ceasefire in Syria has been agreed between government and rebel forces, with Russia and Turkey acting as guarantors.

    The truce, which is due to begin at midnight, excludes groups deemed by the UN to be terror organisations, such as so-called Islamic State or the former Al-Nusra Front.



    Russian President Vladimir Putin has said that peace talks will follow the ceasefire agreement between Syrian government forces and opposition fighters.

    The talks will take place in Astana, Kazakhstan, but President Putin did not indicate when they might take place.

    President Putin added that Russia will decrease its military deployment in Syria, following the ceasefire agreement, but said Russia will continue "fighting international terrorism in Syria" and supporting Assad's military.

    Russia's Foreign Minister Sergey Lavrov said President-elect Donald Trump's administration will be welcome to join the Syrian peace process once he takes office.

    Russian President Vladimir Putin has confirmed agreement has been reached on a ceasefire in Syria and the start of peace talks.

    “This agreement we’ve reached is very fragile, as we all understand. They require special attention and patience, professional attitude, and constant contact with our partners,” Putin said at a meeting with Russian foreign and defense ministers.

    The agreement, which was previously announced by Turkey, is detailed in three documents, Putin said.

    The first was signed by the Syrian government and the Syrian opposition to stop hostilities in the territory of the Syrian Arab Republic. The second one is a set of measures to control the ceasefire. The third document is a declaration of intention for Syrian settlement,” the Russian president said.

    The agreement is the result of joint efforts by Russia, Turkey, and Iran, the president said.

    Great work has been done in cooperation with our partners from Turkey. We know that only recently there was a trilateral meeting in Moscow of the foreign ministers of Russia, Turkey, and Iran, where all of the nations made obligations not only to control, but also to act as guarantors of the peace process in Syria.”

    The truce is supported by seven major armed opposition groups that have over 60,000 fighters in their ranks, Russian Defense Minister Sergey Shoigu said.

    The minister said under the deal any armed group that refuses to cease hostilities would be considered a legitimate target for the use of force, as is the case with terrorist groups Islamic State (IS, formerly ISIS/ISIL) and Al-Nusra Front, which are not included in the truce.

    Shoigu added that if the agreement holds, it would allow Russia to scale down its military presence in Syria.

    Putin said that such a pull-out would not mean a stop to Russia’s international anti-terrorist effort.

    He added that he will contact his Iranian and Turkish counterparts to discuss further steps in the Syrian peace process.

    Russian Foreign Minister Sergey Lavrov said the three nations are preparing a meeting in Astana, Kazakhstan, to pave the way for peace talks on Syria.

    Lavrov said that the ceasefire agreement would be submitted to the UN Security Council later on Thursday for potential endorsement.

    We will inform UNSC members of the work we have done and answer their questions,” the Russian foreign minister said.

    Meanwhile, the Turkish Foreign Ministry said that Turkey and Russia will act as guarantors of the truce, which does not include groups designated as terrorists by the United Nations.

    Ankara has called on all parties that can exert influence on armed groups to support the ceasefire deal.

    Damascus has confirmed that it will observe the truce starting at midnight local time on December 30 (22:00 GMT December 29).

    The rebel National Coalition announced its support for the ceasefire deal, AFP reported. Zakaria Malahifji, who represents the Free Syrian Army-affiliated rebel group Fastaqim, has confirmed supporting the truce to Reuters.

    It should help the Syrian Kurds because a permanent ceasefire (if it lasts) will mean less likelihood of Syria being broken up and the Kurds wanting or getting a separate state out of it (which would make Turkey lose the plot). It also reduces the likelihood of the Kurds fighting any rebel groups supported by Turkey.

    Hundreds of civilians fled a mountainous region outside the Syrian capital on Sunday, where government forces were battling several insurgent groups, including one linked to al-Qaida that was excluded from the recent nationwide ceasefire.

    The Syrian military said 1,300 people had fled the Barada valley region, near Damascus, since Saturday. The region has been the target of days of airstrikes and shelling despite the truce, which was brokered by Russia and Turkey and appears to be holding in other parts of the country, despite some reports of fighting.

    The truce went into effect early on Friday, and the government and the opposition are expected to meet for talks in Kazakhstan later this month. Russia, a key military ally of Syrian president Bashar Assad, and Turkey, a leading sponsor of the rebels, are acting as guarantors of the agreement, which excludes the al-Qaida-linked Fatah al-Sham Front and Islamic State.

    On Saturday, The UN security council unanimously adopted a resolution supporting efforts by Russia and Turkey to end the nearly six-year conflict in Syria and jump-start peace negotiations.

    Turkey and Russia strike IS sites in Syria

    Turkish warplanes and artillery have struck Islamic State targets in Syria, killing 22 of the group's militants, Turkey's military said this morning.

    It added that Russian aircraft hit jihadists near the town of al-Bab, which is controlled by the so-called militant group.

    In a round-up of its military operations over the past 24 hours in support of rebels in northern Syria, the Turkish army said the Russian aircraft destroyed IS targets in the area of Dayr Kak, 8km southwest of al-Bab.

    The Turkish military operation, dubbed 'Euphrates Shield', was launched more than four months ago to drive IS militants away from the border region.

    In recent weeks the forces have been besieging the town of al-Bab.

    There are hopes the truce - which has mainly held despite some clashes - will lay the groundwork for peace talks planned for later this month in the Kazakh capital of Astana.

    The umbrella group representing Syria's political and opposition factions, the High Negotiations Committee (HNC), voiced its support for the talks on Saturday.

    "Concerning the forthcoming meeting in Astana, the (High Negotiations) Committee stresses its support to the military delegation... and expresses hope, that the meeting would reinforce the truce," it said in a statement.

    Official invitations have yet to be issued for the Astana talks, but Turkey's Foreign Minister Mevlut Cavusoglu has said Washington will be asked to attend.

    Assuming he or someone else from the US attends it would be a good test to see if the US wants peace in Syria. To achieve peace they would have to stop arming and encouraging the rebels and accept the Assad regime as the government of Syria.

The Opposition shall independently determine the composition of the Delegation."

    Have any ameristanis been included in the opposition delegation? Can an invitation be offered to an ameristani citizen who has no official status and allegedly "has no experience in government, the military or as a public servant.", he appears to be still holding the CEO position at Exxon Mobile.

    I wonder who decided the end dates of the composition of the delegates and the 23rd January discussions?

    Sure would but would mean giving up the current precondition that Assad give up power and the sure to follow criticism from Israel.

    Astana summit: Opposition sets demands for new talks

    Russia, Turkey and Iran have pledged to strengthen a fragile ceasefire in Syria, even as opposition negotiators expressed reservations over Tehran's role in monitoring the truce.

    The three regional powers announced on Tuesday in the Kazakh capital Astana the creation of a "trilateral mechanism to observe and ensure full compliance with the ceasefire", which has been in place since late December.

    The three regional powers also agreed that rebel groups, which represented the opposition in this week's meetings, would take part in a new round of United Nations-led peace talks next month in Geneva.

    Osama Abu Zaid, legal advisor to the Free Syrian Army, said opposition participation in the Geneva talks depended on whether their demands, which were presented to the Russians, were met.

    "We presented a scheme for mechanisms to monitor and implement the ceasefire," Abu Zaid said during a press briefing shortly after the joint statement was made.

    "The Russians have promised to review [the demands] in a week and said they will make a decision with the Turkish side during their meeting in Astana after seven days."

    The joint trilateral statement also stipulated that the Syrian government and opposition agreed to "jointly fight against ISIL (Islamic State of Iraq and the Levant) and al-Nusra Front, and to separate them from armed groups", but opposition officials claimed they had not discussed which groups were to be excluded from the ceasefire.

    "This is a joint statement by three countries. We are not party to this agreement. It is an agreement between Russia, Iran and Turkey - they can sign any agreements they want to. But from our side, we said we had many reservations," said Abu Zeid.

    Rebel representatives also said the success of the talks would depend on the "removal of all foreign [Iran-backed] militias" from Syria and the ability of Moscow and Ankara to ensure that Iran abides by the agreement.

    No direct talks

    Before the meetings began, observers expected to see the first face-to-face negotiations between the government and representatives of the armed opposition since violence began in 2011, but rebels refused to participate in direct talks because of continued fighting in a new flashpoint area outside the capital, Damascus, and the proposition that Iran might be named a third guarantor - in addition to Russia and Turkey - of the ceasefire in any final communique.

    The Russian delegation spent the two days shuttling between meetings with with the Syrian government, Iran - one of its strongest allies, the opposition and Turkey, a key backer of rebel groups operating in the country.

    Russia, Turkey and Iran to set up trilateral commission to monitor breaches of ceasefire that came into effect last month


    Tortuous efforts to install a credible international body to entrench and broaden the patchwork ceasefire in Syria have partially succeeded on the second and final day of talks in Kazakhstan.

    Discussions ended with agreement among the three sponsors of the talks – Russia, Turkey and Iran – to set up a trilateral monitoring body to enforce the ceasefire that came into effect last month.

    Under the agreement, the three countries will act together to try to minimise violations of the ceasefire, and use their influence to urge those responsible for breaches to desist. Details about the body, due to start work in February, have yet to be agreed.

    Neither the Syrian government nor the Syrian opposition present at the talks in Astana signed the final document. The opposition said it would present alternative proposals. It the first time the rebels have been brought to the table since the civil war began more than five years ago.

    The Syrian opposition now seems to have accepted that Russia, with Turkey, is seeking a peace deal in Syria since the fall of Aleppo. The Syrians do not make the same assessment of Iran’s role.

    The opposition objects to Iran being involved in monitoring the ceasefire, arguing that its militia and its Lebanese ally, Hezbollah, were responsible for most of the ceasefire breaches in Syria. The Iranians in turn had objected to a call in the draft communique for foreign militias to leave the country.

    However, Turkey urged the opposition, weakened after a crushing defeat in east Aleppo, not to block the trilateral body. Turkey insists the body could prove to be a viable Russia-backed way of forcing the Syrian government and Iranians to stop the breaches.

    In a sign of a changing mood, Mohammed Alloush, leader of the opposition delegation, said: “The Russians have moved from a stage of being a party in the fighting and are now exerting efforts to become a guarantor.” But he added: “They are finding a lot of obstacles from Hezbollah forces, Iran and the regime.”

    If the deal manages to cement the ceasefire in the coming days it could bolster confidence before wider talks on Syria’s political future held in Geneva under UN auspices on 8 February. Russia handed to the Syrian opposition delegation – made up of armed groups – a new paper setting out a proposed future constitution for Syria, including a path to new governing system, a referendum and elections.
