    A video of a woman being stabbed to death in southern China on 7 April has sparked a public outcry as the person who filmed the horrific incident failed to alert the authorities or stop the attack. The footage shows a woman screaming on the ground after her waist was slashed three times by a young man with a knife who later fled the scene.

    The film was shared widely across social media, State-owned Guangdong Television reported. It said by the time an ambulance arrived at the back alley in the Changan township in southern Dongguan, the 20-year-old woman had already died.

    The suspect was caught by police shortly after the attack. However local residents said that they were deeply saddened by the fact that the person who filmed the attack had not even tried to call the police.

    "If that onlooker could have called for help promptly, the woman may not have died," a resident in the neighbourhood was quoted as saying by the local media. The person who took the video is believed to have been standing from a window right above where the incident took place.

    Police said that they believe the suspect and the victim were lovers. They believe the suspect could have attacked the woman because he thought she was cheating on him.

    This is not the first time that bystanders have stood by doing nothing when someone is attacked. Only last week, a woman was brutally beaten by a man in a Beijing hotel with no one coming to her assistance. The incident, like the one above, was also captured by the hotel's CCTV.

    In 2015, a CCTV emerged of a 57-year-old man staggering before collapsing by a road. Cars and pedestrians ignored him and he later died. Similarly, in 2011, another video emerged of a two-year-old girl being hit by a car and left on the road as passers-by ignored her. Sadly, she also died of her injuries.

    Filthy Chinny Chin did nothing to help me when I fainted a while back. Just gathered around and stared.

    Had to pick myself up and walk myself home. Fuck all empathy UNLESS you mean something to them - be it physical, financial or emotional.

    My Chinster friends and girlfriends have always helped me out when I was in need.

    Disgusting behavior sadly too common. Remember the movie The Bridge from about 10 years back? An entire film crew went to the Golden Gate Bridge to film suicides.

    Even when it was obvious each victim was getting ready to jump they made no effort to stop it or call the police, but filmed the jumps.

    No, unless you have a "special relationship" to a person, which can be everything from a parent to someone who has promised by contract to provide care (baby sitter, nurse, doctor etc,), or a sworn public official like a cop or fire fighter, there is no legal duty or obligation to intervene to prevent that person's demise.

    It's obviously much more complicated than that short sentence, but the basic answer is no.

    We do have what we call "Good Samaritan" laws, but they protect you from liability if you do try to help and by accident make the situation worse, or are accused of making it worse.

    ^Thats a shame, so we limited to viewing them as human scum.

    from what I have been told by better half, in thailand if you see someone in need of help, a RTA for example, to do nothing is a criminal offence... an obligation which in practice is discharged by simply informing the police about the issue.

    Not many people would be brave or stupid enough to tackle a knife wielding maniac who is stabbing someone. A Darwin Award might be waiting for such a person. At least the video filmed the culprit and can be used as evidence.

    In this day and age, presumably the camera was a phone camera and it would be difficult or impossible to phone and film at the same time. It is not clear from the article when the filming started. There may not have been a knife present when the person started filming.

    The article does not give a police account of failing to alert police, only a resident's view. The person filming may have called police after the event. It's hard to know from that article.

    I've told this story before on another thread.
    Some years ago there was a commotion coming from my next-door neighbour at about 9pm one night. It was pitched dark so I got a torch. I found the drunken husband trying to hack at his wife's head with a machete. Their son was on the fathers back. I drop the torch and grabbed the machete and wrenched it from his hands. The wife runs off and so does the son. I'm left wrestling the husband on the floor. The son switches some lights on. The father then calms down and stops fighting. I get up off the floor and the local women surrounding tell me to go home. They take over. No other men came to see what was going on.
    I get up the next morning and the woman is back home with the husband. She'd ran off and received treatment to cuts to her head. Did she show any appreciation? Nah, not the slightest and still doesn't speak to me and my wife to this day. Would I do it again? Possibly but not with my next-door neighbour.
