Student visa system fraud exposed in BBC investigation

Undercover footage filmed by Panorama uncovered systematic fraud in the student visa system
The Home Office has suspended English language tests run by a major firm after BBC Panorama uncovered systematic fraud in the student visa system.

Secret filming of government-approved exams needed for a visa shows candidates having tests faked for them.

ETS, which sets the exams but does not appoint the invigilators, told Panorama it "does everything it can to detect and prevent" cheating.

Home Secretary Theresa May said the BBC's evidence was "very shocking".

Panorama saw candidates for tests set by ETS, one of the largest language testing firms in the world, being replaced by "fake sitters" and having answers read out to them.

    'Poor English'
For the last year, the programme has been filming undercover, following a network of agents helping people obtain student visa extensions through fraud.

Each year, around 100,000 non-EU students get their visas to stay in the UK extended.

The programme sent non-EU students - who were already in the UK legally - undercover.

They posed as bogus students with poor English, who wanted to remain in the UK to work illegally.

One went undercover at an immigration consultancy called Studentway Education in Southall, west London.

The BBC was told Studentway could get around compulsory English tests, even if applicants spoke no English.

Director Varinder Bajarh said: "Someone else will sit the exam for you. But you will have to have your photo taken there to prove you were present."

What Panorama has uncovered is extremely important, it's very shocking and I want to do something about it”

The researcher was told a "guaranteed pass" would cost £500 - about three times the proper fee for the exam.

After paying, she was sent to sit the exam at Eden College International in east London, a government-approved exam centre.

She was set up on a computer to sit the visa application test, called TOEIC, but never actually took the exam.

Instead, each of the 14 candidates had a "fake sitter" who took the spoken and written tests for them.

All the real candidates had to do was wait to have their photograph taken - as proof they were there.

    Answers read out
A week later, the undercover applicant returned to the college to sit another, multiple-choice, exam.

This time she had to take it herself, but the invigilator simply read out all the correct answers.

It took the two dozen or so candidates just seven minutes to complete the two-hour exam.

A few days later, the researcher returned to Studentway and was given a TOEIC certificate, showing she had passed.

She had scored highly in all three tests - getting 100% in her spoken English.

    English exam
The answers to multiple-choice exams were read out to candidates
Eden College International strongly denies any prior knowledge of, or complicity in, the frauds.

But it said that early last year it investigated allegations against three freelance TOEIC exam invigilators and did not renew their contracts. It said it took swift action to improve invigilation and monitoring.

The TOEIC exam is set and marked by ETS, one of the biggest English language testing companies in the world.

^^ At least, but now it's being exposed UK's reaching saturation point with the number of non-English speakers mangling their way through the language to be able to remain in UK while synchronously bullshitting their way through a job that demands a high level of honesty and integrity, the police force, teachers and government employees in immigration and so on.

It's easy to see how Britain's sorry mess is being made worse by PC, softly-softly approaches to problem migrants cheating their way through life in UK, while screwing up what's left of all that was ever good in UK.

Best part of it all is that the school in the OP was being run by a bunch of ragheads who were all on the make, via social welfare or whatever it takes to be able to benefit from British generosity.

How the hell does anyone rationalize employing a bunch of Asians to teach English to semi-literate Asia wannabes, for gawd's sake?

Try getting a taxi from A to B in London these days and half the (usually Pakistani) drivers can't string a sentence together in coherent English, let alone know their way around London.

It's a Horse of Troy situation ENT. Been going on for decades. Get your own people inside the system then do as you please.
I think it was Karl Marx who said "the best way to break a system is from within"

BBC got another raghed today bragging he could sell satellite tv for £10 a month
    instead of £37.
He disappeared out the door when confronted. < too late for him as face exposed>
Lots of scams being exposed from the ragheds.
Another, a new school in Derby with financial and culture scams.
They've decided to shut that down.

^^ True enough, Alby, I'm lucky not to have to live with it.

Same stuff goes on in NZ, but there the English language schools are Chinese run scams, not Paki ones.

Of course, the local Kiwis have to co-operate for it to work, so kick-backs (always denied) are shuffled off to any educationalist who'll grab them.

Watched a bunch of Maori students being allowed their cell phones into an exam once, the invigilators just turned a blind eye to it.

It's in their blood. In India, if they aren't allowed to cheat at exams they riot.

I remember an incident like that, back in 2007, I think, law students rioting because they weren't allowed to cheat.

Shit that let anyone into the UK,for as long as they want.
I stupidly watched UK Border Force,a Nigerian man got pulled about his age said on passport he was 15.They took him into interview room mentioned he looked a lot older,he was on his knees begging them to let him in otherwise he would beaten and abused if returned to Nigeria.
Obviously the idiot immigration officer even though she didn't believe him had to take into consideration he might be a minor,as he had claimed.
Even though he looked well into his thirty's,rather then put him into a holding cell overnight to check out his story,he was allowed into a safe house outside the airport overnight.
    He was never seen again.
We do have some very stupid people working on our border security check desk.
Fascists dress in black and go around telling people what to do, whereas priests... more drink!

Immigration has a lot to answer for, as do social services. We've a load of feminist dominated loony left PC fascists running the show.

I won't get started about the percentage of gays and kiddy fiddlers peppering their ranks,.......yet.

    Solution:

Keep third world / turd world immigrants from administrating the exams.

Keep the examiners as foreigners who work for ETS - but this will cost A LOT.

There is a limited amount of detention space. If there's no secure detention space, there's no option but to allow some form of release. More detention space is required.

^ I would hazard a guess and say the Police Holding Cells are probably only for police criminal cases, not immigration cases.

Yes you are probably right.the common sense thing to do was to handcuff him to the immigration officer in question overnight.

Immigration officers at ports don't have handcuffs, but they might be happy with a handsome overtime payment for baby-sitting.

This testing scandal is organised crime. I hope those involved in it end up in prison.

Theresa May said that it's a constant battle (and I agree) and that she wants to take it on, but how will she take it on? The British government isn't prepared to pay what it takes for the Border Force to be on top of everything. It will always be playing catch up but not providing enough resources and funding makes Theresa May's words somewhat hollow.

The BBC is the left-wing mouthpiece of the government with the ultimate goal to install communism in the UK, isn't it? Without doubt, they created the case in order to discredit the free market, outsourcing of government services to privatly owned firms, and capitalism in general.
