Australia : Child sex offenders 'planned to reoffend'

Child sex offenders 'planned to reoffend'

    May 6, 2013

Two child sex offenders who met in prison hatched an "evil" conspiracy to travel to Thailand to commit child sex offences after being released from jail, which included setting up a business to employ local women so they could get access to their children, a prosecutor has alleged.

Mark Pendleton and Kenneth William Bishop went on trial in the Supreme Court this morning accused of conspiring with a third man, Robert Gordon Cummins, to commit child sex offences outside Australia.

Cummins, who has pleaded guilty to the charge and is a sentenced prisoner, is expected to be a key witness at Mr Pendleton and Mr Bishop's trial, which is expected to run for four weeks.

Mr Pendleton and Mr Bishop have both pleaded not guilty to the charges.

Opening the State's case this morning, Prosecutor Mark Trowell said the alleged conspiracy involved a plan to set up a business in rural northern Thailand as a "front" to gain access to children.

Mr Bishop and Mr Pendleton, who the jury was told are both convicted sex offenders, met in prison.

Mr Pendleton and Cummins met in a sex offender treatment program in prison.

Mr Trowell told the court Cummins was released on from prison in January 2008 and started putting plans into action, including contacting Thai mothers on the internet and sending them money and gifts.

The court was told Cummins has agreed to testify against his co-accused.
Police uncovered the plot in 2008.

The defence is expected to open its case shortly.

WA paedophiles plotted to 'use' Thai kids
    May 6, 2013

A trio of Western Australian paedophiles plotted in prison to set up a Thai doll-making business so they could access the children of poor female workers for sex, a court has heard.

At the opening of a trial in WA's Supreme Court, former teacher Mark Pendleton, 53, and his jailhouse friend Kenneth Bishop, 74, are charged that between 2006 and 2008 they conspired to have sex with a child under 16 outside Australia.

The jury was told the two men, along with fellow convicted sex offender Robert Gordon Cummins, hatched a plot to travel to Thailand upon their release to start a new life.

That life would involve setting up a seemingly legitimate business and employing poor, unsophisticated women from rural areas in the north of the country.

But the apparently benevolent acts were a mere disguise for their true intention - to gain access to the women's children for their sexual pleasure.

Prosecutor Mark Trowell, QC, said the plan was "evil".

"This was an evil plan to exploit poor and unsophisticated villagers, and do what they could never do in this country," Mr Trowell said.

After his release from prison, the prosecution said Cummins became the main conduit for Pendleton and Bishop to enact the plan, making inquiries about properties, false passports and visas - and even contacting women whose children could become potential victims.

After making contact via the internet, money and gifts were sent to Thailand to "ingratiate" the men into the women's lives.

Cummins has pleaded guilty to his part in the conspiracy and was the first witness for the prosecution.

Beginning his evidence, 47-year-old Cummins said he had befriended Pendleton at the sex offenders unit in Perth's maximum-security Casuarina Prison, and began seriously plotting a life overseas when they were both moved to Karnet Prison Farm.

"Mark told me families in Thailand were available for a price - if they were willing to send their children into minefields to look for shrapnel, they would be willing to sell their children for sex," Cummins said.

After police discovered the plot, searches inside and outside prison found reams of documents pointing towards it, as well as an electronic translation device in Cummins' house.

When they met in prison, Pendleton and Bishop were both serving sentences of 16 years for child sex offences, while Cummins had been convicted of offences that earned him a five year sentence.

The trial is set down for four weeks.

Thailand more accepting of crimes: paedophile

Convicted paedophiles who allegedly conspired to commit child sex offences in Thailand believed people there would be more accepting of their criminal past than in Australia, a Perth court has been told.

Robert Gordon Cummins, 47, today gave his third day of evidence in the Supreme Court trial of Mark Pendleton and Kenneth William Bishop, who have each pleaded not guilty to conspiring to have sex with a child under 16 outside Australia.

Cummins, who received a discounted sentence after he pleaded guilty and agreed to cooperate with authorities, told the court he contacted a number of Thai women through dating website’s as part of the trio’s alleged conspiracy.

He admitted he disclosed his past convictions for child sex offences to some of the women to test how the men would be “accepted” in Thailand.

“We believed they’d be more accepting in that society that over here,” he told the court.

“It was also about testing the water to see how they would react.”

The Commonwealth alleges the men plotted to set up a business in northern Thailand employing local woman as a “front” to gain access to children and commit child sex offences.

Cummins met and befriended Mr Pendleton in 2005 in a sex offender treatment program in prison. He met Mr Bishop, who was friends with Mr Pendleton, when all three were at Karnet Prison Farm.

Cummins maintained he, Mr Pendleton and Mr Bishop planned to go to Thailand after they were released from prison so they could offend against children.

He denied a suggestion by Mr Pendleton’s defence lawyer David McKenzie that they planned to go to Thailand not to offend against children, but simply to start a new life.

Cummins is expected to continue his evidence tomorrow.

Court: Other prisoners told of Thai sex abuse plan

Convicted pedophile Mark Pendleton was allegedly the ringleader of a plan to sexually abuse children in Thailand.

A FORMER teacher described as being the "driving force" in alleged plans for a Thai child abuse ring also tried to lure other sex offenders to the scheme, a Supreme Court jury has been told.

Mark Pendleton, 53, and Kenneth William Bishop, 74, are on trial after pleading not guilty to conspiring to have sex with a child under 16 outside Australia.

The convicted pedophiles met while serving prison sentences along with a third alleged conspirator and fellow sex offender Robert Gordon Cummins.

It is alleged that while the trio were in prison during 2006 and 2008, they hatched a plan to set up businesses in rural Thailand so that they could access the children of workers.

Pendleton and Bishop argue there was no such plan to offend in Thailand, and that they only wanted to move there for a fresh start.

However, Cummins has pleaded guilty to the same charges and has given evidence in the trial.

This afternoon, former inmates who were also in prison for sex offences at the same time as Pendleton and Bishop gave evidence that Pendleton had asked them to come to Thailand.

Frank Italiano said he heard Bishop and Pendleton talk about their plans for Thailand and about having sex with children once they were there.

“At one stage they even asked me if I wanted to go along, but I have my family here and I wasn’t interested in what their plan was,” Italiano said.

Former prisoner John Hawke said he was approached by Pendleton in 2009 to work for him in a South East Asian country.

“He asked, ‘do you want to earn a lot of money?’” Hawke said.

He said Pendleton then handed him a piece of paper that looked like an employment contract offering him up to $20,000 a month to look after girls aged eight to ten years old, and the chance to have sex with the children.

“I was surprised, I said ‘I don’t believe ya’, I called him a sick man and he just laughed at me,” Hawke said.

Hawke said he did not talk to Pendleton again after that.

In his re-examination of Cummins this morning, prosecutor Mark Trowell QC asked if Pendleton was the “driving force” of the plan for the trio to move to Thailand.

Cummins said Pendleton was the instigator of the plan and that all three men had committed to it.

“It wasn't just a pipe dream or a fantasy to get through prison,” Cummins said.

    The trial continues.

Yep, Thailand is a good country if you are after sex with children. It's also filled with punters who think prostitution is an honourable occupation, and they do them a favour paying for sex, but they would vehemently deny any link.

Ex-teacher guilty of Thai child abuse plot
    May 18, 2013

A convicted paedophile has been found guilty of a jailhouse conspiracy to set up a doll-making business in Thailand called "Little Angels" as a front for a child abuse ring.

Former teacher Mark Pendleton, 53, was charged with conspiring between 2006 and 2008 to have sex with a child under 16 outside Australia.
After several hours of deliberation on Friday afternoon, a jury found him guilty of two of three charges.

A two-week trial in Perth's Supreme Court had been told Pendleton and his jailhouse friend Kenneth Bishop, 74, along with fellow conspirator turned star witness Robert Gordon Cummins, had planned a new life in Asia upon release - with evil intent.

Cummins outlined how the three dreamed up a plan to set up a seemingly legitimate business making dolls wearing traditional Thai costume and employing poor, unsophisticated women from rural areas in the country's north.

Targeting women desperate for money, the men believed they would get free access to their children for sexual pleasure.

"They would be more tolerant, more needy and easily exploited," prosecutor Mark Trowell QC said.

"This was an evil plan that brings great shame to this country."

The court heard that after his release from prison, Cummins became the "pipeline" for Pendleton and Bishop to carry out the plan.

He made inquiries about properties, passports and visas, and contacted women whose children could become potential victims, the prosecution said.

Dozens of phone calls between Cummins and Pendleton, made while the latter was still in prison, were laden with jokes and sexual innuendo - even referring to former pop star turned paedophile Gary Glitter.

Cummins, 47, said he had befriended Pendleton at the sex offenders unit in Perth's maximum-security Casuarina Prison and they had begun seriously plotting a life overseas when they moved to Karnet Prison Farm.

"Mark told me families in Thailand were available for a price. If they were willing to send their children into minefields to look for shrapnel, they would be willing to sell their children for sex," Cummins said.

As Cummins trawled dating websites to meet Thai women as part of the plan, Pendleton came up with names and logos for the Thai business - including "Little Angels" and "Little Butterflies".

Cummins had previously pleaded guilty to his part in the conspiracy and was jailed for two years and seven months, a sentence that was reduced because of his cooperation in the prosecution of Pendleton and Bishop.

Defence lawyer David McKenzie said Pendleton had intended to move to Thailand, but had no plan to abuse children when he got there.

Deliberations will continue on Monday on Pendleton's third charge.
