    NSW firm seeks brothel sex inspector

    It’s billed as a bachelor’s dream job — being paid $70k annually to "partake of sexual services" at brothels in NSW on behalf of local councils.

    An advertisement for the job as a "Brothel Buster Investigator", placed by Lyonswood Investigations and Forensic Group in Sydney, was published in My Career in late January.

    Applicants were required to be unmarried and preferably single, to be willing to have protected sexual intercourse with prostitutes and to provide sworn evidence in court.

    Lyonswood operations manager Lachlan Jarvis told ninemsn it was a completely legal service the company had provided for local councils in NSW for many years.

    Councils hire the investigator to visit suspected illegal brothels and gather evidence to prove they are offering sexual services, Mr Jarvis said.

    "Some [jobs] require the offering of sexual services, some actually require the partaking of sexual services … because it is considered the most convincing evidence," he said.

    Lyonswood, which is based in the Sydney suburb of Drummoyne, conducts about 10 to 20 brothel investigations each year, and the job often puts investigators in situations most people only see in movies.

    "We have a filing cabinet of cases that would blow you away," Mr Jarvis said.

    He recalled one incident years ago when an investigator rigged up a hidden camera in a bolo tie to film two prostitutes performing sex acts on a stage.

    "It was all going swimmingly, we were getting the evidence, until shortly into the performance the camera malfunctioned and smoke started coming from the string tie," he said.

    "We looked down and the camera had caught fire, the investigator obviously beat a hasty retreat — it gives a whole new meaning to the term hot under the collar."

    Investigators often come across other illegal activity at the brothels, including sex trafficking, weapons, improper fire exits, breaches of health and safety and incorrect disposal of waste, Mr Jarvis said.

    Not surprisingly, Mr Jarvis said the ad proved popular with Sydney job seekers.

    "We had dozens [of people] if not more than that apply, it was certainly a popular job," he said, "the perfect job for a male."

    Applicants were required to have a private investigator licence, awareness of occupational health and safety, and good command of written and spoken English.

    Mr Jarvis said the position had since been filled.

    No happy endings for councils in fight against brothels

    SYDNEY councils are fundamentally failing to cope with an illegal brothel crisis that is seeing many operating out of residential apartments.

    investigation has found evidence of illegal brothels that have managed to stay in business simply by jumping from area to area before councils clamp down.

    One of those has recently been operating in this residential apartment tower in Sergeants Lane, St Leonards, where an illegal brothel hides among apartments worth up to $2 million. Others have used a false cloak of legitimacy as a means of disguising illegal brothel activities.

    Chris Seage, who runs consulting firm Brothel Busters, which investigates illegal brothels on behalf of councils and the legal brothel industry, said: "Illegal brothels are everywhere. They are creeping into residential units, and they're masquerading as health, beauty and therapeutic massage businesses."

    One of the problems Mr Seage sees is the advent of "phoenix" brothels.

    "These are operations that are shut down in one council area and then rise like a phoenix from the ashes and resurface in another. They are often illegally operating out of blocks of flats," he said.

    A former ICAC and National Crime Authority organised crime investigator - who has co-ordinated raids on more than 200 brothels across Sydney - said the enforcement system made it a long, expensive and difficult process for councils to pursue these matters. "When the 'phoenix' operators are detected, it is still incredibly hard for councils to enforce orders against them," he said.

    "They can stay for years in an apartment in a game of cat and mouse with councils, until they are either caught in the act, or weary of council attention. Then they relocate to an adjoining council area and start the game all over again."

    This is exactly what has happened in the case of the illegal brothel operating in the millionaires row of the Sergeants Lane, St Leonards, apartment block.

    The brothel's female operator was originally discovered operating a business, "Sexy Asian Cuties", at a Pacific Highway, St Leonards commercial address which was within the Lane Cove council area.

    Mr Seage lodged a complaint about the premises in 2007. Later that year, the Lane Cove Council issued a brothel closure order, and the venue's landlord imposed an eviction notice.

    In July 2008, Mr Seage found the same woman operating just across the road, this time in the residential Sergeants Lane apartments - within the Willoughby Council boundaries.

    He lodged a complaint with the council as the start of a long crusade to have the brothel closed. The council issued a brothel closure order in August 2008, after which the female operator then gave assurances that she had ceased the business.

    This appeared to be the end of the matter. However, almost two years later, in June 2010, Mr Seage was contacted by the building's property managers, frustrated about the illegal prostitution ring starting up again.

    This started a slow process of new evidence-gathering to prove that the brothel existed in the apartments.

    By September the council had issued yet another brothel closure order, but it is believed that the brothel is continuing to operate.

    Willoughby Council's environmental services director Greg Woodhams said the council was taking legal measures to try to close the Sergeants Lane brothel.

    "We have put it in the hands of our solicitors for proceedings to have the use [as a brothel] stopped. You are not allowed to use a residential building as a brothel," he said.

    "Our view is the business is a breach of the allowed use of the building as an apartment."

    The former ICAC investigator said: "It gives home delivery a whole new meaning when you've got illegal brothels operating in an upmarket residential block. It demonstrates the powerlessness and the ineffectiveness of existing legislation in being able to shut this operation down."

    Meanwhile, a property in the Willoughby area is being watched closely by Mr Seage. The Help St, Chatswood, premises, registered as a "therapeutic massage" business, re-defines "therapeutic".

    When the Telegraph casually phoned this week to ask if the self-described health and beauty centre provided a "happy ending" for its massages, the female on the other end of the line replied: "Yeah, happy ending service".
    Mr Woodhams said the council had sent in private investigators to the premises in August to monitor whether it was being used as a brothel. The council had earlier also issued a brothel closure order.

    Despite this, the council has struggled to shut the premises down.

    Despite a comprehensive private investigator's report Mr Woodhams admitted the operation would still prove hard to close down.

    "If we are to gather enough evidence to do so, we will need to put another private investigator on the premises," he said.

    "We will have to spend more money to verify compliance with the order. If that isn't complied with, then we can commence prosecution proceedings."

    It is a graphic illustration of just how difficult a task it can be for a council to shut an illegal brothel.
