A lot of your information is just hearsay assumption and urban myth, not to mention a good dose of make it up as you go along.

Cousin marriage happens in all classes. To say the upper classes are more licentious than the lower without evidence is preposterous.
I will however say that considering they have more free time, money and opportunity, to indulge themselves, it's quite possible. Not because they are more predisposed towards that kind of behaviour though, just because they have more free time, money and opportunity.
I've known a few seriously rich people in my life, not worked hard/got lucky rich. Born rich.
To a one they have been weird in one way or another, they have (it seems to me) a flaky grasp on reality.

The upper crust have more opportunity and ability to hide their predilections, than others do.
