I doubt it will be enough though, and hopefully Obama will use this fact to motivate even more people to show up on the day and vote and put the result beyond dispute- because you can bet that the GOP will take matters to court on any flimsy pretext they can if they sense a chance of overcoming an election result in a state.

Powell, as with most ex generals, believe the military should only be used as a very last resort. I believe Obama's policies are in line with this thinking and therefore, if Powell is to endorse anyone, it will be Obama even though military spending is likely to decrease under an Obama administration.

I would not be surprised if both McCain and Obama asked Powell to serve in the next administration in some form or another. Powell (as you know) is highly respected in the USA, and he had very high ratings in the early 90s in open Presidential polling, that transcended all racial groups. If Powell endorses Obama (which I think he will) it will be a positive thing for BO.
