from the context of the article I think she means he's tall, half black and has star quality.

Thaiger's one helluva golf player, but I fail to see how a potential Presidential incumbent would be flattered by being compared to a well paid sportsman.

Tiger Woods is an accomplished superstar of golf.
Barrack Obama is fluff and hot air with little to distinguish himself from the run of the mill politician.
