The term 'San Francisco Values' was originally coined by Dennis Hasert to describe how the country does not need Nancy Pelosi with her San Francisco Values as Speaker of the House. From there, the term was picked up by 'mainstream' America i.e. NASCAR Dads & patriotic folks in general. You could as well define an entity such as 'Houston Values' too I guess...

As I've posted earlier, that incident would not have happened in, say, Houston, Texas which speaks volumes re. the 'values' or lack thereof exist within a good portion of San Francisco's populus.
