It makes wonder about the " Regulators " of financial affairs given the two big recent revalations re Madoff and Stanford, The amounts involved are collasal,
Both individuals have been on the radar for years and the authorities have done nothing,
Stanford for instance was fined $60,000 for misrepresentation recently and owes $212 million in unpaid taxes, he has been under suspicion for at least 6 years,
Given all this they were left alone, so were the authorities in collusion or just bloody incompetant?

option B - bloody incompetent...

Possibly appearing to be incompetent so as to disguise a conspiracy? Not if that's A or B or both.
