Scarping the bottom of the barrel now, aren't you? What possible relevance does this have to Thailand or to any other of the 180 or so countries not mentioned in your OP? You can do better than this.

The premise of the article is that British youth are too thick or lazy to learn a second language or that the educational system is so bad it's incapable of teaching one.

I hear Spain is nice. I'd pick Spain out of the list. But it's very expensive now with the Euro. I'll choose South East Asia. Cost of living, tropical weather, less rules, less taxes, and less regulations.

well, that is the poms who conducted the survey, or the BBC news which made it all up

if 58% did not speak a second language, then more than 58% wished they could...then 13% do speak a second language but had forgotten that fact

2 pieces of paper, pro's and con's for UK and Thailand.
From then on I planned my finances and got ready to leave.

I think the kids know what they want. A lot of what they wish for might be influenced by what they see on TV, but the vast majority of people emigrate to improve their standard of living and/or quality of life. For younger people, Thailand clearly has numerous factors going against it compared to the developed countries in the list (and very few positives IMO):

- Difficult to find pleasant well-paid work and a progressive career (Thais are much more interested in using foreigners than training and developing them)
- Very hot and wet
- Poorly educated population
- Tedious visa and residency situation
- Developing world government, attitudes, and infrastructure
- The one-way factor - It's career-wise and financiallly more difficult to change ones mind and go home
