This has something to do with the free bus fares and train fares in Bangkok, but our water bill is now free till January, also low users of electric will get free or discounted bills, our electric bill is about 2 to 3,000baht per month so I don't think we get included in that, but hell it may help out the poorer Thais, doubt if people in rental apartment blocks will get anything free, and they are basically the poorest, but small house owners should do all right :)
