    It's a Dingbat.

The question - not the answer - I mean.

You're supposed to 'say what you see' & it usually reveals a famous phrase.

The answer is supposed to be one word, and all there is to go on is the picture and picasso, wingdings is some sort of font, so i presume somehow that may come into it, but i haven't got a clue.

    Picasso was into cubism.

Put the letters into cubes (4x2) and you get Wing Dings which describe the picture and is also the Outer Mongolian word for "Give me a free beer".

    At least I tried.

Look at the wording at the top.

The word 'in' appears twice, so it will be something like into (for the two 'ins') & something else, very likely the word over, because it is above the symbols (I don't think they are wheels).

The word space might come into it, too, because of the gaps in the wording.

The answer is something into space, maybe?

Find out what the symbols represent & you'll crack it.

Symbols remind me of nuclear hazardous waste, but as a pair look like a pair of tape recorder spools

Ok these are Wingdings characters, which are a tad like heiroglyphics, so all you need do is find out what word these two characters make, using Wingdings.

If I get time I'll do it but it can't be that difficult.

Wingdings.png: Information and Much More from Answers.com

It is one of the original Wingdings, above. Nearly there.

    It represents a tape drive.

Wingdings character set and equivalent Unicode characters

so the likelihood is that it is something to do with a reel to reel tape drive. hmmm...
