No it says they *might* consider it, and that leaves a lot of room for anything to happen - or not happen - when 8 year olds in adult bodies are given titles after buying their ways into postions to make decisions.

Like many people here, I have in-patient but no out-patient because if you've got something wrong that needs out-patient care (sore throat, red eye, blocked ear, etc) the costs of treatment for this sort of thing at local clinics is peanuts. But to insure for out-patient costs a bomb and if the ailment was borderline doable as out-patient care but going to be very expensive, private Hospitals will check you in for the night so you're covered under in-patient anyway. Hell, they'd check you in for a weeks observation for a sore fucking thumb if you let them!. Anyway I can see this being a total cluster with the requirements varying from one Immigration office to another, and a real nightmare for those that are un-insurable.

Except, if it really is Non Imm O-A specific, then the burden of verification will fall on the Thai Embassies and Consuls that issue O-A visas, and not the local IO's.
