Is playing Skittles illegal in Thailand without having a relevant license?

I was sitting with a mate yesterday, who owns a bar just off Jomtien Beach, and who has built a Skittle Alley within that bar.

As you need a license for almost everything here now I asked him if he had applied for a license or in fact did he need one.

There will be no cash betting involved apart from the possible exchange of beers to the winner or winning team.

If any fellow member has any advise or experience with this matter I would appreciate your input.

Pattaya cops being what they are, although it's probably not illegal, will construe it so if they want to, like they did with the dart board in a Pattaya pub a couple of years ago.

If pool tables aren't illegal then there is no reason why Skittles isn't legal.
People gamble on pool, but how do you gamble on Skittles?
It has to be the worst pub game in the history of pub games apart from those crappy plastic dart boards with plastic darts.
