    A ban on gay content has set off a furious backlash.

    For more than a decade, Chinese social media has given a voice to groups that have otherwise been overlooked or maligned, including the LGBT community. Although the government may have officially disapproved, and cat-and-mouse games with the authorities were common, the online world still offered a place of relative tolerance and tranquility. Over the weekend, that delicate balance seemed threatened -- until users revolted.

    On Friday, Sina Weibo, a social-media platform, announced that it was banningcartoons, games and videos containing gay themes, in an effort to comply with cybersecurity laws. Users reacted furiously. By Monday, the anger had grown so intense that the service reversed course and said the "clean-up no longer targets gay content." For the government, which has long sought to restrict gay themes in media, it was a nearly unprecedented rebuke.

    Historically, China hasn't had an especially fraught relationship to homosexuality. One of its great classical novels, "The Dream of the Red Chamber," contains gay relationships. Under Communist rule, however, homosexuality was criminalized until 1997. The Party remains a deeply conservative organization dedicated to traditional values, including filial piety and heterosexual marriage. It is also highly skeptical of calls for more personal liberties; insofar as gay Chinese are viewed as seeking new rights -- including the right to marry -- they're viewed with suspicion.

    Yet the disapproving gaze of official China has done little to inhibit the emergence of LGBT communities in recent years. A 2016 survey
    suggested that there are at least 70 million gay Chinese, with spending power exceeding $300 billion annually. Businesses catering to this "pink economy" -- via advertising, products, services and culture-- have only boosted the visibility of gay China.

    Urbanization has also played a key role, creating physical spaces where gay Chinese can meet. But even more important has been the emergence of apps and social media. Individuals who once felt isolated were suddenly able to connect to a broader community. Blued, a gay hook-up app based in Beijing, now has 27 million users. One result, according to three studies conducted between 2006 and 2015, is that
    opposition
    to gay rights is steadily declining in China.

    Even as social acceptance grows, however, regulators remain largely hostile. In 2016, the authorities
    banned a wildly popular gay-themed online drama and then
    prohibited television programs from showing homosexual content altogether. Last year, they shut down Rela, the country's leading lesbian app, after it helped organize a protest by mothers of LGBT children.

    Each of these instances generated intense opposition that quickly evaporated. But a showdown was clearly looming. Last year, the government
    announced a ban on gay content in online programming. Public anger flared, especially because the directive connected homosexuality to sexual abuse and violence. Last Friday, that flare became a blaze when Sina Weibo began enforcing its new policy. "I am gay and I'm proud, even if I get taken down there are tens of millions like me!" wrote one outraged user. By Saturday, protest hashtags such as #IAmGay and #IAmAFriendtoGays had been viewed 240 million times. Sina Weibo, caught off guard, soon backtracked.


    Not every group in China enjoys that kind of support. In recent days, the government
    shut down a popular joke app noted for ribald humor; since then, the app's frustrated members, numbering in the millions, have rallied in opposition. But the public is largely ambivalent about their travails, and the authorities have little reason to back down.


    Regulators haven't yet commented on Sina Weibo's decision. But the broad and spontaneous opposition to the ban surely caught their attention. At a time when the central government is otherwise becoming more powerful, it remains wary of interfering with what urban middle-class Chinese view as the private lives of their fellow citizens. Increasingly, that extends to gay Chinese as much as anyone else.

    Campaigner Peter Tatchell has said people face violence and imprisonment just because they are gay.

    The British Foreign Secretary, Boris Johnson, promised the Olympic diver Tom Daley that he would raise the issue at the Commonwealth summit.
    So, where is homosexuality still outlawed?
    There are 53 countries in the Commonwealth and most of them are former British colonies.
    Out of those, 37 have laws that criminalise homosexuality.
    That number will fall by one after a court ruling in Trinidad and Tobago this month found that laws banning gay sex were unconstitutional.
    However there may be an appeal.

    After winning a gold medal, Daley tweeted about the number of countries competing at the Games that criminalise homosexuality.Many of the laws criminalising homosexual relations originate from British colonial times.


    And in many places, breaking these laws could be punishable by long prison sentences.

    The International Lesbian, Gay, Bisexual, Trans and Intersex Association (Ilga) monitors the progress of laws relating to homosexuality around the world.
    According to its research, there have been arrests for homosexual acts in 15 Commonwealth countries in the last three years.
    For instance, in 2017 the BBC reported that 40 men in Nigeria had been arrested during one weekend for performing homosexual acts.
    Some observers note that the risk of prosecution in some places is minimal.
    For example, a 2017 report on Jamaica by the UK Home Office said that Jamaica was regarded as a homophobic society but that the "authorities do not actively seek to prosecute LGBT persons".

    On the other hand, some countries' existing laws have been tightened, including Nigeria and Uganda.

    Countries that criminalise homosexuality today include criminal penalties against women who have sex with women, although the original British laws applied only to men.
    Meanwhile activist groups say the ability of lesbian, gay, bisexual and trans (LGBT) organisations to carry out advocacy work is being restricted.
    A spokesperson from the Commonwealth Secretariat said: "We work with national human rights commissions to help encourage national dialogue when it comes to LGBTi rights.
    "They are in the unique position of being able to advise government and parliament."


    An Indian gay rights activist protests a ruling in the Supreme Court in 2013 that upheld a law which criminalises gay sex.There is a global trend toward decriminalising same-sex acts and some Commonwealth countries have taken similar steps in the last few years.


    Despite many differences among Commonwealth countries, similar legal frameworks and a shared language make advocacy and initiatives for reform easier, says Tea Braun, director of the Human Dignity Trust, which advises on gay rights legal cases.

    For instance, in Belize, laws that criminalise same-sex acts were struck down by the court in 2016 and in the same year the parliaments in the Seychelles and Nauru voted to decriminalise homosexuality.
    The year before, Mozambique dropped a colonial-era clause outlawing "vices against nature".

    What next?


    Campaigners around the world are involved in a number of legal cases and some high profile ones may come to a conclusion in the near future.
    This year the high court in Kenya is due to announce a judgement on whether it will remove sections of its penal code that criminalise homosexuality.
    A decriminalisation case has been started in Botswana.
    Judges in the Supreme Court in India said they will review a colonial-era law that was reinstated in 2013.
    The Indian law that banned gay sex was initially overturned in 2009.
    Meanwhile Sri Lanka has included references to sexual orientation and gender identity in its revised draft constitution.

    Since that policy has been completely rescinded recently, expect a boom and dominance of females in the next generation or two.
