I have worked , lived and breathed with Thais for over 30 years at every level, and I find it almost impossible to pass judgement based upon the very vague OP.
Depending upon which sector of Thai Society you are dealing with, including the different ethnic groups that make up the Thai population, you will encounter a myriad of mentally challenging problematic solving responses, some smart, some acceptable and some W.T.F!
Intellect is relative.... A Westerner might think that most Thais are a bit dumb. Well, its fair play. Some Thai tuk-tuk drivers think that newbie tourist are stupid. Hence, the over-pricing, scams, etc.

All of the foregoing ^ comments considered, there's one undeniable fact, regarding Thai mentality. The average Thai person will never, ever bad-mouth another Thai (even another Thai they despise)......to any foreigner.
Now that level of Thainess, is an astute form of solidarity, practiced on a level of cultural consciousness, the average Aussie, Brit, Kiwi, and especially the Yanks, could not begin to "fathom",.......in another 1,000 years.
Thus, my opinion of Thai intellect (reiterated)...is...respectfully

Compared to the inhabitants of Great Yarmouth Thai folks are MENSA material. Thais are often bashed for their poor English skills but I've never really had an issue communicating. The ability to speak any language, if if it is broken and far from fluent makes one far from dim imo
