Either, of course. One doesn't negate the other. There have always been formalised beggars guilds in the Far East, no reason to think they've gone away. There have always been gangmasters who coerce others to beg for them. There have always been genuine down and outs. Most beggars I've spoken to appear genuine, refugees, runaways, sick or old and alone. In my experience most beggars are genuine while a few are either career beggars or coerced. BTW, attempting to pickpocket doesn't mean they're not also genuine beggars.

I used to be a sucker for giving to those who had babies in their arms. Most are Cambodian gangs ive heard.
They're already showing up around here in time for Christmas. Mostly from Mindanao. Packs of very aggressive kids. My twins sometimes take a jeepney home after school, and a couple of them tried to snatch my daughter's backpack. Doubt they'll try that again......

On the odd occasion there is a young child I will typically go into the 7-11 and buy a carton of milk and some sort of bread bun, and open them as I give them to them.

Especially in Phnom Penh where women hire their opiated babies out to other female beggars. The kid is quiet, dopey looking, never a complaint or interest in what's going on around, just lollygagged in a sling around the supposed mother's shoulders, who's often trying to sell note books, purses or trinkets at the same time.
Or watch the numbers of local cripples increase at the start of the high season in Kampot.
There's a few who also turn up in Chiangmai during the high season too, usually old women and cripples.
I'll occasionally give to obvious cripples or old people, but chubby faced beggars, alcoholics, druggies and fake monks can get lost.
Besides, Buddhist monks feed the beggars daily and give them clothes and shelter, as do other religious charities.
There was a team of beggars transported every morning into Darjeeling N.India.
The gang master would drop off a daily feed to them at noon, then pick them all up in a van and take them 'home' for the night, repeating the routine daily.

Much more pressing concerns in our already over stimulated lives.
Most beggars in PI make more money than a regular office worker in Manila. They are organized gang members that exploit the kind side of people.
^ Knowing all these, I still give them money or food when I see them. I guess, my heart isn't hard enough to just completely pretend that they are not there.

Plenty of fake beggars around, called scammers.
mostly scammers and alcoholics / drug addicts around the tourist areas, but the ones in thai markets and places that dont see many foreign or local tourists often seem to be genuine unfortunates. old, disabled and frail and deserving of help.
dont know why they dont go to temples for food and accommodation.
Some are genuine and some are from organized gangs...
I don't despise them, I feel sorry for them. It's good to give them money - if it feels right... never feel obligated, just do it because you want to.
It could easily be you... lose your job, wife, bankruptcy, interest rates skyrocket, can't pay your mortgage, mental breakdown... on the street giving
