Oh, btw, I'd speak with anyone and be friendly, too, though that is not what I'd consider "friendship", but passing acquaintances.
Where I live, the sight of another farang is such a rare occurence, that it's usually me who makes the first step and approaches when I spot one.
Of course an event like a festival is the better occasion to get into a lengthy exchange than a chance meeting in the market.

when I make friends, it is not usually a chance meeting in the street, by some farang asking me "do you speak English?"

it is more a meeting at mutual friends places, or in a bar, or even at parties
