It's a bit sad that people will fall for this.
One of the Thai girls at work asked me if she could borrow the money she needed to claim her prize the other day.
I don't think she believed me and has probably borrowed the money from elsewhere.

    It's a good one though.
They are praying on ignorance and there's plenty of that stuff going round.
Are they ever caught when they cash their checks?

Sometimes. Some people pretend to believe the scammer so's they can catch them in the act, it's called scambaiting. Check out these websites:

I know that, in fact there's a forum on here for dealing with it.
My Thai colleague that earns 6,000 a month and has a baby doesn't.
i told her but her hopes are high.

Funny that they are asking for the money up front, usually you can bait them awhile before they tell you that something has came up and you will need to send xxxxxx dollars, Western Union, so that they can get it finalized and get the money transfered to your bank.

I think that I would send them an e-mail explaining that you don't fully trust them and so you are only going to send 500 GBP with the other half going on receipt of the prize cheque and then follow it up with abusive e-mails demanding to know why your cheque hasn't arrived.
    Lord, deliver us from e-mail.
