Reading the OP again theres no mention of Police, just some doctor.

As I stated in a later post that overseas experts are assisting the government, which of course includes the police department, in the setting up of a proper legal and efficient drug testing scheme.

Personally I think it will fail. It's not something that goes well with the ethos of this country. That said, in the tourist hotspots it is just another tea money exercise.

Apparently there will be supervised and unsupervised testing done.

An adulteration test will also be used to verify that the urine tested is actually the specimen provided by the person being tested.

I have heard rumours about people offering up donor clean urine at a price.

Included in the package of conditioning would be the piece of fiction and manipulation of said: war on drugs, "illicit" drugs, etc.

No need to extract any of the urine from the vessel as that will be retained as first evidence with second more formal tests being carried out at a police station or designated hospital.
