Actually, 2007 was lowest level of Arctic ice extent measured since 1979 when the satellite measuring era started.
The ice extent has not been below that level since, so the OP is correct in saying that Arctic ice as not retreated since 2007, though the summer minimum achieved in Sept 2010 was just above the lowest ever recorded level in September 2007.
