I think most of it is potable, provided you boil it first, or use puritabs.
Drinking water is so cheap, it’s not worth the hassle or risk of drinking tap water.
Last place I stayed, the water was brown, despite only a short run from pump to house. Just poor maintenance by a lazy Thai owner.
Probably best to be avoided but then I imagine most people brush their teeth and shower in the same water without issue.
I drink my tap water now after years of drinking bottled water. It tastes good and the system is new here so not any more worried about drinking it than bottled water which smells of plastic.
yeah used to be 100% bottled but these days its all tap.
Don't drink tap water but I brush my teeth & shower with it obviously.
Cook with it if im boiling pasta or rice or something that's going to boil.
Everything else is filtered through a reverse osmosis kit.

We don't have government piped water so we have a pretty good well which does for washing and so on. We buy drinking water from a local guy who invested in a deep bore a while back and it's good.
We also collect rain water.
I wouldn't drink tap water in hotels and the like though she does.

In Bangkok if you can smell the chlorine then OK.
But fill their bottles from machines in the street connected to MWA pipes.
Outside Bangkok probably not recommended unless it comes from your own well.
My brother has a tourist practice whereby he drinks a glass of local water municipal on his first day, if he gets the runs he will be OK after a couple of days and...

We actually drink/cook with the Rainwater from our roof after it's sat in those BIG Urns and settled for 3 - 6 months.

But I've been sick as a dog twice after returning from a Cambodia visa Run a few years back.
Here in Mandalay I even brush my teeth with filtered water- the water is stored in a filthy tank on the roof- full of mozzies and gawd knows what other nasties. Don't even risk boiling food in the local bilge. Most expats do the same,too.

Long time ago I realised my cats never touched the bowl of tap water I put for them. Even in the UK my dads cat simply won't. They'll go outside to find a puddle or dew or similar.
They can probably smell the chlorine/flouride a lot stronger than us. Showering is ok, brushing teeth and rinsing is ok I think, as the toothpaste can kill any bacteria.

This is the only way to ensure you are drinking water that is clean unless you are drinking rain water or water direct from a pure source
Anyone who drinks tap water that comes from a public source and has ran through various pipes and thinks its ok or somehow clean, it very likely is actually full of toxins and various dissolved solids regardless of how new the system is. Well worth it to buy a water tester to see how many impurities are in your water. They go for about $10 US on Amazon. You're probably gonna be surprised at how much impurities you're drinking.

My water in the states, for example, tests out at around 1,000 ppm of dissolved solids straight from the tap. That is pure poison, and I know based on letters from our municipal authority that those solids are straight heavy metals, drugs, and various other cancerous shit. Good luck getting that information from your local municipality in LOS.
Now once I run that same toxic tap water through a five stage RO system (purchased for 200 dollars US), that number drops to between 15-20 ppm. That's a reduction of over 98% impurities. Worth every penny.
