We started a small baby get together club in our area when our boy was younger for socialization skills.
If 'anywhere'...try a school in Sutthisan, very good kindergarten only, turn right from Ratchada and go about 1k on right side.
And 3 years is a good age to start. They will learn so much, fly through everything and make friends and have fun.....I did not want to put my kids in so young, but then we did and they loved it and started to bloom.
