Local company polluting. Who do I winge to.

A local firm in our village has just started some sort of production / process and it
min muk mar!!!!!!!!!!!!! Enough to make you puke. Also it's noisy.
The plant is rubber related, there was another factory making rubber gloves that used to smell and they got pulled up on it but I can't find out by who.
Any ideas anyone who to winge at.
By the way the owner of this firm is also local council leader.

Actually now after a bit more research and filtering out the rumours it turns out he is not the local big wig. Nice ghost idea, it works on the children. As for firebombing, with my luck it would probably spread to my house.
I think my only hope is that the world ecomony becomes so depressed that the ba....d goes out of business. (apologies for rubbish RTGS)
