    That's the spirit, make sure the students have unquestioning respect for their teachers, that way they will fit in to employment where they have unquestioning respect for their management. This won't actually help Thailand progress from being a third world country though, because businesses need to promote people with initiative and ability, not seniority.

    I am quite curious why you would quote me in making this comment given that the full paragraph is

    how does training the teachers etc going to help the thai government with the issue that their chinese supplier has mislead them to get the contract in the first place and has correctly relised that the thai government is working to tight and immovable deadlines and therefore can be seriously screwed over at the last minute?

    Politically PT have to deliver something in their first year and these tablets are the easiest way to do that, so from a political perspective they have done the right thing. however from a commercial perspective they really should have terminated the contract, started again with a view of delivering next year, a year in which yes they could work to providing an improved infrastructure to support the tablets, teacher training, plugs in the class rooms?, more schools connected wired into the school internet.... which incidentally would keep the lumsum family very happy.

    Also they seem to have dropped hints, like bricks, their announcements that scope will not be seeing any orders beyond the 900,000 the government needs now, whats that going to do to scope's interest in QA and warranty? I understand it contracts with chinese companies are effectively unenforceable being more of a gentleman's agreement with a shark; and if they decide to screw you over.... there's not a lot you can do if you have already paid them.

    Serious corruption in this country takes place as a result of a highly synergistic relationship between highly corrupt politicians and suitably corrupt civle servants they can sponcer to high office.

    Then we have a framework of laws that have been developed, drafted and implemented with an eye for rent taking opportunities, again something that requires co-operation between the politicians and senior civil servants. You cannot reform one without dealing with all three.

    Out of curiosity mid, your a lawyer working in thailand. what would be the effect on thailand if everyone woke up tomorrow, with a dose of singapore, and decided to enforce every rule and law in this country consistently, rigidly and honestly?

    Personally Ive never paid a bribe in my life and better half paid her first and last one when she was 17; and I can tell you it can at times be very hard to get things done and maintain this record. its where you hit contradictory catch 22 like rules and laws, where someone has to cut you some slack that are at the heart of the the most serious challenges.

    My view on the supplier is in a previous post- namely there should be at least two, not a monopoly supplier. The logistics of the matter though are that the first stage of 'training the teachers' requires considerably less tablets than the next stage of teaching the students. So hopefully the 'typical Chinese' supplier can at least meet these initial requirements whilst ramping up production for the next, larger phase. Hopefully. The fact though that there is only one supplier doesn't smell good to me.

    ^I cannot disagree with what you are saying there as I have said the same things in past postings in this thread.

    but what motivated me to make that last posting and write the sentence you have just quoted was that I cannot really understand why you quote me out of context as a crutch to comment on something unrelated to the paragraph you are quoting from; why not simply post a standalone comment.... they are allowed.

    Its rather reminiscent of that rather irritating habit politicians have answering the question they would have liked someone to have asked, rather than the question that was.

    Studying with the aid of a tablet computer for more than an hour a day could harm the psychological well-being of young students, a mental health expert warned yesterday.


    Narong: Parents must advise kids about PCs


    Panpimol Wipulakorn, spokeswoman for the Department of Mental Health, said parents and teachers should keep a close eye on their children after they are given tablet computers as study aids by the government.

    The devices will be distributed to Prathom 1 pupils under the government's one-tablet-per-child policy.

    "Kids should use tablets for only 30 minutes to one hour a day because overusing them makes children aggressive and hot-tempered," Dr Panpimol said.

    She made her remarks the same day as the Wall Street Journal reported that there have been no studies on the effects on young children who use tablet computers and that the consequences of the devices for developing young minds are still unknown.

    She said the internet is a fast medium and if children spend too much time on it, they will become impatient.

    She also said the department had been monitoring the intelligence of Thai students and found that 30% of Grade 1 students face delayed development, especially in reading and writing skills.

    Delayed development could result from a lack of nutrients such as iodine and iron, a lack of good learning materials, or insufficient activities with their parents. But the tablets may also help develop children's learning abilities, especially in language, as they contain interactive and interesting content, she said.

    Director-general of the Mental Health Department Narong Sahamethapat said parents should spend time using tablets with their children to give them advice on how to use the devices properly.

    He said six and seven-year-old children need to develop all their skills, including writing, listening, movement and social skills. Those skills can be learned best by interacting with people.

    I have wondered for quite sometime who they have not latched on to another way of manufacturing bad tempered children with learning difficulties, foetal alcohol syndrome; with the volumes of alcohol consumed in this country I cannot imagine its not a problem... but then there are a lot of very big people who make a lot of money selling this anaesthetic to the masses.

    After waiting for months that the government announced its policy of distributing tablets to Prathom 1 (Grade 1) students across the country, the One Tablet Per Child (OTPC) project was yesterday kicked off officially.

    The government was proud that this policy finally began, as it was an urgent policy that the government announced to the Parliament, Prime Minister Yingluck Shinawatra said after she presided over the official launch of the OTPC project at the Government House.

    Yingluck gave the tablets to representatives of Prathom 1 students, educational supervisors and teachers to mark a start of the OTPC project.

    Many teachers and students from different schools were reportedly enthusiastic to try using the tablets at an exhibition of tablet use.

    Information and Communication Technology Minister Anudith Nakornthap denied rumours of tablet quality problem. He insisted that the first batch of 2,000 tablets did not have any problems about their quality. The minister had already allow Shenzhen Scope Scientific Development, the manufacturer to produce more tablets. Therefore, the second batch of 400,000 units would be sent to Thailand in July. Next batch would be in August.

    The company can produce around 25,000 per day.

    She added that Prathom 1 students were in proper ages (6-7 years old) of learning and adjusting to technological tool use. The premier also urged teachers to follow up and record their students' development for comparison.

    "Even though, it has taken long time to implement the policy, relevant ministers are happy when seeing students' happy smiles and eyes. We hope that this project will arouse them to love learning. After they are fulfilled with technology, they will be able to learn in an unlimited way.

    Education Minister Suchart Thada-Thamrongvech vowed to push forward the project seriously.

    He also said research on tablet use in Grade 1 students in Chicago found satisfactory results that students had spent longer time on learning, reading and writing practising and knowledge summarising. After two years of doing a pilot project in that state, a plan to expand the project with full-scale use has been created.

    Prime Minister Yingluck Shinawatra wants teachers to assess how much first-grade students who have received tablet computers from the government have learned from using the PCs.

    "Teachers should collect data on the students' learning development when they have studied using the computers," Ms Yingluck said during the official launch of the One Tablet PC Per Child scheme at Government House yesterday.

    The government plans to distribute the Chinese-made computers to all Prathom 1 (Grade 1) students in this academic year and then extend distribution to Mathayom 1 (Grade 6) students.

    "This scheme is not only about handing out tablet computers to children. We would like to increase knowledge beyond textbooks to our children. That is our goal," the premier said, adding that she believed Prathom 1 students could swiftly adjust to the technology.

    She said children would not be able to access improper online content, saying all inappropriate websites will be blocked.

    She said the scheme would benefit pupils in remote areas who lack access to learning resources, especially textbooks.

    The tablets contain all the content for Prathom 1 students that is required by the Education Ministry, she said.

    Information and Communication Technology Minister Anudith Nakornthap yesterday said the testing of 2,000 tablets sent for trials found no problems.

    The devices were manufactured by Shenzhen Scope Scientific Development.

    "We have already told the company to start production," Mr Anudith said.

    The minister also affirmed that the company can manufacture about 25,000 tablets a day and the next batch of 400,000 tablets would reach Thailand by the end of next month.

    A second procurement agreement will be made to buy more tablets for the remaining Prathom 1 students across the country. Education Minister Suchart Thada-Thamrongvech yesterday said the ministry would hold training on tablet use for about 50,000 teachers.

    Software defects found in tablet PCs

    One hundred thousand tablet computers acquired under the One Tablet PC Per Child scheme will have their software reinstalled after a defect was discovered in 2,000 Chinese-made units.

    A source in the committee overseeing the scheme said the drag-and-drop function does not work in the computers.

    The Office of Basic Education Commission and the Software Industry Promotion Agency was responsible for co-developing the contents for the tablets under the government's scheme in which tablets will be distributed to Prathom 1 (Grade 1) students nationwide.

    The contents of the tablets covered five core subjects in the form of e-books and other multimedia applications and were installed by Shenzhen Scope Scientific Development Company _ the supplier of the tablets.

    The Chinese manufacturer was immediately informed about the defect, but by then 100,000 units had already been made, the source said.

    Shenzhen Scope Scientific Development Co is required to deliver 400,000 tablets to Thailand on July 10, or within 60 days of the procurement contract signing. If it fails to do so, the company will be fined around 240,000 baht a day.

    The source doubts the firm will meet the deadline as the ICT Ministry's examination committee refused to approve the 2,000 units because they failed to meet the specifications set under the contract.

    ^ coming out with the excuses for the upcoming late delivery already.....

    But in this case they're really saying 'we fucked up', not the Chinese.

    i.e. it's the apps which are not functional with regards to swapping data between them (or to the O/S). They can't really blame the Chinese if the tablets are running a standard Android distribution, just incompetent App programmers.

    Hmmmm...... The Chinese must be feeling quite relieved that there's another excuse now in place to cover for their inadequate production capacity.
