    Chinese Casino in Cambodia Ignores Shutdown Orders from Local Government

    A Chinese-backed casino in Cambodia’s southwestern city of Sihanoukville is still in business despite calls from the city to cease operations.


    The Jin Ding Hotel and Casino was ordered to close down in March because it was operating without a license and polluting an adjacent beach. The casino reportedly released untreated sewage water directly into the sea and there was one incident in which a casino guard fired shots in the air.


    Kheang Phyrum, a spokesman for Sihanoukville city hall, said in an interview with RFA’s Khmer Service that the city has already informed the owner of the shutdown through official notices, but the owner has refused to act.


    The spokesman said that the city will send a third notice, and if the company continues to run the casino, the owners could have a court case on their hands. He also said that the city would argue for the demolition of the casino if the case goes to trial.


    “We will forcefully demolish the casino and file a complaint to the court,” said Kheang Phyrum.


    “The casino has operated without a license and there are no permits from local authorities. Those two reasons are enough.”


    The spokesman said that authorities cannot take immediate action against the Jin Ding casino because it is located on an island, making it difficult for authorities to move the heavy equipment necessary to destroy the building.


    Environmentalist Meng Heng said authorities should hold the Jin Ding responsible for the damage it has caused. He said that he wants to see the immediate closure of the casino first, with punitive action from authorities to come later.


    Meng Heng said he suspected that authorities aren’t taking action against the casino because of corruption.


    “The casino is operating illegally,” said Meng Heng.


    “Why aren’t authorities taking any action?”


    RFA attempted to contact the Jin Ding casino’s owner Zhou Jianhua, but was unable to reach him.

    Problem is the people they are paying off are bit higher up the food chain.

    I suspect Kheang Phyrum will be receiving a phone call telling him to stuff a sock in it.

    a few of the pompous fcukers running the scam will come out and start yelling loudly and maybe try slapping un armed members of the eviction team , but a rifle butt to the face will sort that sh1t out in a flash and then handcuff the fcuks and throw them in the locked van

    then I would drive them fcuks to the border and drop/deport them to the viets who will deal with them even more harshly

    that is why I am not allowed to deal with the public anymore

    Unfortunately I can't see any Cambodian soldiers being brave enough to interfere with the gravy train.

    Cambodian Authorities Close Polluting Chinese Casino

    Authorities in southwestern Cambodia’s Sihanoukville province have shut down a Chinese-owned casino accused of polluting an adjacent beach following the casino’s defiance of orders to cease operations, sources said on Friday.


    The Jin Ding Hotel and Casino located on Koh Rong Samloem Island, a popular tourist destination, was ordered to close in March because it was operating without a license and releasing untreated sewage water directly into the sea.


    That order and a follow-up notice to Jin Ding’s owner to shut the casino down had been ignored, sources said.


    Speaking to RFA’s Khmer Service on May 24, Sihanoukville province spokesperson Kheng Phyrum said that police and court officials have now closed Jin Ding, with its owner forced by a court official accompanying police to sign an agreement to close it down.


    “If the owner doesn’t comply with this agreement, the case will automatically be sent to the court, and the owner will face prosecution,” Kheng Phyrum said.


    Also speaking to RFA, Cambodian environmental activist Thun Ratha welcomed Friday’s move by the authorities, saying it had come a little late and voicing hope that the casino will now be closed for good.


    “We don’t believe that it will be permanently closed,” Thun Ratha said, adding, “We are afraid that today’s action is just intended to calm people down, and that the casino will be opened again within a few months.



    Multiple violations


    In a letter seen in March by RFA’s Khmer Service, provincial authorities ordered Jin Ding closed, citing multiple violations by the casino of the law, the playing of loud music on the beach, and the promotion of illegal online betting games.


    On one occasion, the casino’s security chief had also fired gunshots into the air, the letter ordering the casino’s closing said.


    Chinese investment has flowed into Sihanoukville in recent years, but Cambodians regularly chafe at what they call unscrupulous business practices and unbecoming behavior by Chinese businessmen and residents.


    A report by the AFP news agency in January on how Sihanoukville had become a “sizeable gambling playground” for Chinese tourists said there were at least 50 Chinese owned casinos in the province.
