    Transport plan costs surge to B3tr

    A transport strategy committee has approved a 3-trillion-baht infrastructure development plan adding more than a trillion baht to the planned infrastructure spending projects of the previous government .

    The committee, chaired by transport permanent secretary Somchai Siriwattanachoke, on Wednesday resolved to forward the new spending plan to National Council for Peace and Order deputy chief Prajin Juntong Juntong who is in charge of economic affairs for the junta, for consideration on June 19.

    The committee, which falls under the Transport Ministry, drafted the plan which retains most of the land infrastructure development projects devised under the 2-trillion-baht loan scheme of the ousted former government.

    It also involves new projects to be launched for aviation and water transport infrastructure improvement projects .

    The junta earlier decided to axe 800 billion baht worth of high-speed train projects from the original 2-trillion-baht scheme, saying they were not feasible .

    The exclusion of the high-speed train projects reduced the value of the scheme to 1.2 trillion baht.

    But the additional water and aviation infrastructure projects proposed by the committee mean the cost of the comprehensive development scheme has now ballooned to 3 trillion baht .

    Mr Somchai said the development scheme will be implemented between next year and 2022

    He said ACM Prajin will look at the proposed spending on June 19, and the plan presented to him will have to contain precise details of the costs to be footed per year during the implementation period .

    He said ACM Prajin had asked that the infrastructure development plan expand from land transport projects to include aviation and water transport as well .

    The 2-trillion-baht scheme initiated by the previous government dealt mostly with road expansion and railway construction projects.

    Mr Somchai said the aviation infrastructure development plans had mainly pushed up the cost of the scheme

    Chula Sukmanop, director-general of the Office of Transport and Traffic Policy and Planning, said the new projects will be an extension of the original 2-trillion-baht scheme

    The new-look scheme will constitute an infrastructure development master plan requiring investment from related state enterprises .

    After the NCPO has finished considering the 3-trillion-baht scheme, the ministry will discuss with the Budget Bureau the procurement and allocation of funds for the projects .

    Ranked high on the large-scale infrastructure spending are dual-track railways along six routes, covering a total of 1,364km at a total cost of 140 billion baht

    Mr Chula earlier said the mass-transit routes and some dual-track railways should rely on domestic and foreign loans

    The additional water and aviation infrastructure projects include the building of a seaport, the phase-two expansion of Suvarnabhumi and Don Mueang airports, and construction of new air traffic control facilities.

    The spending plan for the aviation infrastructure segment will also involve the purchase of new aircraft for Thai Airways International.

    This is the final plan submitted by the Yingluck government before street chaos, House dissolutuion and a military coup. Junta authorities have reportedly scrapped the high-speed trains from the plan but added additional land, sea and air infrastructure facilities.

    Seems like only yesteray Abhisit was saying this of the 2 Trillion scheme.

    The loan bill came under attack by the opposition party with claim that it would provide huge fiscal burdens for future generations with and estimated additional 3 trillion baht in interest over the course of 50 years. The burden of paying off this massive loan rests on the current and future taxpayers, children and their grandchildren

    Poor old Abhisit will be having kittens at this additional 1 trillion baht.

    Still he will like this bit.

    Bound to be a few contracts up for ' tender ' to the highest ( rather than lowest ) bidder.

    Historically, any capital project launched here, or indeed any government procurement plan, involves a spend of 30% on what more orthodox countries might conclude as inappropriate payments.

    The junta have little choice but to follow, even expand, PT's fiscal stimulus policies.

    The economic advisory committee of the National Council for Peace and Order has approved in principle the Transport Ministry’s three trillion baht infrastructure development projects, excluding high-speed trains, for the years 2015-2022.


    Transport permanent secretary Somchai Siriwattanachoke explained Thursday that the strategic infrastructure development projects proposed by the Transport Ministry cost one trillion baht more than the earlier ones initiated by the Yingluck government even without the high-speed train projects because air transport development projects were included in the revised plan.

    The revised plan for the infrastructure development projects covers dual track rail, ten electric train lines, development of highways and roads of the Highways and Rural Highways departments, construction of piers and dredging of waterways.

    Mr Somchai said that the meeting of the advisory committee decided to drop the high-speed train projects because they are considered as not of priority importance and need not be implemented for now and if they are proven to be necessary in the future, more funding can be sought for their implementation.

    The thing about these projects going forward now is that it is all undercover and with no transparency either, how convenient, the carrot for the coup put up by the yellow side? But still making the military look benevolent and righteous.

    These guys mean business, the high speed train scam served no other purpose than a high speed vehicle to siphon money from the tax payer, the same with many aspects of the flood corruption scam. The form for the rice subsidy was chosen as it allowed the maximum scope for corruption too.

    The junta projects will undoubtedly be used to siphon off massive amounts of money, but will the schemes also actually benefit the Thai public when they are completed? That will be interesting to find out.

    Everything the PTP did was a gimmick chosen for its potential for maximising corruption; they had no actual policies.

    Who is really driving this 'not a coup'?

    Well, at least nothing has changed dramatically from the false democratic government to the military dictatorship. Very Thai. Same as it ever was. Most can't recogonize it though.

    As some have said the Rail project was being funded by the PRC. Others have suggested the Rail was for the super elite. Which Thais will take advantage of the proposed "

    Will all this "budget" be taken from internal taxation or is it to be borrowed from international banks?

    The NCO and the Budget Bureau will discuss the "procurement" and "disbursement" of the loans - Lots of opportunities for gravy, accepted.

    I assume both these organisations now have "generals" in the driving seats.

    The rail contract funded by the PRC, not so much gravy - dropped.



    Which International banks are tendering for the loan supply and what demands will they make? Up the price of diesel and gas, will they demand transparency for the bidding, will they demand seats on the boards for their children, will they demand no bid contracts for their countries contractors or will they just demand no procurement from other Asian countries?

    Next on the agenda. Create those false friendly relations with China, U.S., et al. Just as it's always been. If these jokers remain in power for a time to come, I can guarantee that these current foreign suspicions and critique will fade quickly - business is business.
