Government says pet registration still being considered

BANGKOK, 12th October 2018 (NNT) – The Deputy Prime Minister for Legal Affairs has responded to a backlash to news that the government may obligate pet owners to register their animals by saying the draft law containing the mandate is still pending review by the State Council and can still be altered.

Prime Minister’s Office Spokesperson Lt Gen Sansern Kaeokamnerd has clarified that the Cabinet has only approved the principles of the Ministry of Agriculture and Cooperatives proposed law and called for portions of it to be reviewed, noting the Prime Minister had expressed concern over the part that has caused a public stir.

The PM has reminded citizens however that the law must pass through the State Council and the National Legislative Assembly, which are sure to factor in public concerns.

The obligation would be part of the revamped Animal Cruelty and Welfare Act, which is intended to protect animals and ensure proper care of pets by their owners. Its review was prompted by the prevalence of abandoned animals and epidemics among strays.

Because they are out, only law abiding animals would be seen. Oh and those with mange belonging to the Wat.

Yep, another idea not thought through and bound to fail.
Someone's gone overseas and come back with this great idea without realising it works only because there are dedicated dog catchers, pounds that euthanase unclaimed animals, and a culture where people actually look after their animals at home.

Would I be right in assuming this has come about because of the story of the Kiwi girl mauled on the beach got international press?

All dogs to be micro chipped and a collar fitted with name address tag fitted. No collar, then bye bye. Simple innit?

^ Far too expensive and organised for Thailand, Prag. And then they'd have to have a plan of what to do with the unregistered animals they come across. They won't kill them so they'd have to build thousands of dog pounds to keep them and feed them, at great expense. No. something more Thai stye will have to do. How about voluntary registration? Perfect!

Generally docile during the hot and dusty days, but can be rabid once it cools off esp in a pack. Three people I know have scars for life after innocently straying over territorial lines, doesn't matter, our glorious leaders have bloated the country with harmony and happiness so they'll sort this out as well, in good time.

Your soi herd probably know and won't attack you, but if you still get growls lob over a couple of bones on your way home for cheap and effective home/personal security.

Caught on the fence here, my dogs in UK were chipped and tagged with name/phone; seems counter intuitive that more recently 'experts' have suggested collar tags should have a contact number but not the dog's name.

Pet fees depend on local administrative offices

BANGKOK, 13th October 2018 (NNT) – The Ministry of Agriculture and Cooperatives says the collection of a fee for pet registrations will be decided by local administrative offices.

Easing public concerns about pet licensing, Agriculture and Cooperatives Minister Grisada Boonrach said on Friday that pet registration is merely an idea and will be put up for debate, while asking pet owners to put aside their worries for the time being.

He added there are several procedures to be undertaken before a pet law can become a reality, not to mention deciding what the license fee should be.

An online forum will be available for the public to voice their concerns and offer their suggestions on the issue, he noted, saying that there is still plenty of time to draft and revise pet regulations.

If there is to be a pet registration fee, he said it won't exceed 450 baht and would be collected by local administrative organizations. A decision on the fee will be made by local offices.

Remember couple of years ago the action initiated by Chamlong, bringing lot of Bkk stray dogs into shelters somewhere at Kanchanaburi. Still ongoing?
