    NLA passes animal protection act in first reading

    BANGKOK, 7th July 2018 (NNT) – The National Legislative Assembly (NLA) has accepted in principle the draft Cruelty Prevention and Welfare of Animals Act by unanimous consent.

    The NLA’s weekly meeting on Friday chaired by First Vice President Surachai Liengboonlertchai, passed the draft law in its first reading and agreed to form a vetting committee to revise the bill within a 30-day timeframe.

    The draft act was proposed to the assembly by NLA member Wallop Tangkananurak who told other lawmakers that the bill was a revised version of the Cruelty Prevention and Welfare of Animals Act B.E. 2557 and that the adjustments made to the original law will allow law enforcement to meet today’s criteria.

    Apart from the eradication of animal cruelty, the new law seeks to prevent owners from abandoning their pets, which is the main reason for the large number of stray animals in Thailand, consequently raising public health concerns and other problems.

    Under the new law, owners will be legally obligated to register their pets. Failure to comply will result in a fines up to a maximum 5,000 baht.

    It will all hang on the definition of cruelty and how specific they can write it.
    Then of course, there's enforcement.

    I hope it all goes through with very clear definitions and obligations for authorities to follow through. I have a feeling the law will only be used in BKK and then only occassionally.

    I must say, every soi dog around here has 'adopted' a night security guard or foodstall and gets well fed. In return they offer protection.

    One place they nicknamed the dog ''moo'' because its so fat and has trouble moving around between tables. A nice coat and friendly demeanour, it hardly fits the soi dog stereotype.
