    Chiang Rai closes off forests as burning continues despite restrictions

    CHIANG RAI, 26th March 2018 (NNT) – Chiang Rai has ordered its forests conditionally closed off for seven days and placed authorities on 24 hour alert after man-made fires continued to occur despite a 60 day order against such activities, in place until April 20.

    Chiang Rai Governor Narongsak Osot-tanakorn has held a meeting with all agencies relevant to the annual smog problem in the northern region, after it was found particulate levels in the air over nine provinces of the region are on the rise and that forest fires set by farmers have continued to spread to national forests.

    The Governor ordered that all forest areas in Chiang Rai be closed off for seven days in line with similar measures taking place across all nine provinces. Anyone who wishes to enter the forests between March 25 and 31 will have to seek permission and is barred from bringing along items such as lighters and matches.

    Monitoring of hot spots has also been ordered. Chiang Rai experienced 2,000 such spots in 2016, 19 in 2017 and so far three this year, two in Mae Saruay district and one in Wiang district. Air quality in the province is still however within acceptable parameters.

    A stringent 60 day period barring burning of any kind is currently in effect across the north, with violators to face strict punishment and any reports that lead to arrests to be rewarded with 5,000 baht. Citizens have been encouraged to avoid burning to deal with waste and to instead separate out garbage for composting and recycling. The period is to run until April 20.

    Lampang and Forest Dept tackle ongoing wildfires

    LAMPANG 27th March 2018 (NNT) - Lampang Governor Songpon Sawastham and Deputy Director-General of the Royal Forest Department Jaresak Nuntawong have followed up on wildfire haze control in the province, issuing guidelines to related officials.

    Wildfires have broken out in the area of Doi Phra Bat, raging for a fifth day and damaging at least 100 rai of land. Smoke from the wildfire has covered Lampang and reduced visibility. Air pollution levels in the province currently range from average to harmful.

    Forest fire officers, other public officials, and local residents have teamed up to create firebreaks and extinguish wildfires at Doi Phra Bat. Volunteer groups and partner organizations of the Royal Forest Department have assembled at Wat Phra That Mon Phaya Chae to divide into groups and share firefighting equipment as required.

    Firefighting operations have however, met with some difficulty, due to the steep terrain.

    CitiLife Chiangmai cancelled an event trying to bring awareness to the issue. Announcement below:

    URGENT:
    It is with great regret that I must announce the cancellation of tomorrow’s rally.
    Our intention was to create a positive gathering of concerned citizens and residents to petition the government to give us correct and greater information about the annual air pollution and the dangers it poses to our health.
    Unfortunately, there are elements in society with unknown agendas who have used our well intentioned event to create chaos and plant seeds of suspicion about our intentions.
    We have recently been warned by many members of the media, government and related organisations that our event may be hijacked by ill intentioned people who wish to cause chaos.
    I have already been threatened with arrest and bodily harm and I am not willing to risk anyone’s safety tomorrow.
    I am saddened that an innocent gathering to raise awareness about a potentially deadly health hazard has to be cancelled, but sadly it is so.
    I do believe that we have created greater awareness over the past week, as seen by the many more activities, seminars and letters of warnings which have happened since the announcement of the gathering. We also submitted our letter to the governor who has promised to deliver it to the government.
    I thank you very much for your support and hope that we can continue to fight for the good health of our citizens and children.

    CHIANG MAI Governor Pawin Chamniprasart has taken legal action against the magazine Citylife Chiang Mai for posting on social media a painting featuring three late kings wearing masks.

    The painting was used to promote an event that intended to highlight Chiang Mai’s air-pollution problem. The event scheduled for yesterday was later cancelled.


    “Our now-cancelled gathering today has sadly upset some people, a few of whom are now gunning for us. Please forgive us if, for the next few days at least, we remove any of your comments, which may be used against us. We are sure sense will eventually prevail. Thank you very much for your understanding,” is the latest post on Citylife Chiang Mai’s Facebook platform.



    Acting on Pawin’s instructions the chief of Chiang Mai’s disaster-prevention and mitigation agency, Siripong Nampa, yesterday officially filed a complaint with police about the picture.

    Thai editor faces charges over picture of kings wearing masks

    BANGKOK (Reuters) - A Thai editor faces possible criminal charges for sharing a student’s “disrespectful” picture of historic kings wearing face masks to highlight air pollution in the northern city of Chiang Mai.


    The governor of Chiang Mai told Reuters on Sunday that he believed Pim Kemasingki, editor of the Chiang Mai Citylife magazine, had breached the Computer Crime Act by sharing the picture.


    “It is up to the police to gather evidence,” Pawin Chamniprasart said.


    In a letter to police, he wrote that the kings are worshipped and respected in Chiang Mai and “using the picture with the three kings wearing masks is disrespectful.”



    Thailand’s cyber crime law, which criminalizes defamation and obscenity, has been widely critisized by international rights groups for curtailing freedom of expression.


    Pim, a Thai-British national, said the image of the three statues wearing masks had been shared on a Facebook page publicizing a “Right to Breathe” anti-air pollution rally that had later been canceled at the request of the governor.



    “I shared this picture thinking it was pertinent and powerful,” Pim told Reuters.


    “For decades I’ve been promoting the city and loving it... so it’s quite unsettling that fighting for healthy air for my fellow citizens has turned into me besmirching the city.”


    Recently, Thailand has suffered from some of its worst air pollution in years.


    Achariya Ruangrattanapong, a lawyer for Pim, said he was confident that sharing the picture was not a violation of the cyber crime law.



    “How can this be a computer crime if it involves a picture that a child drew?” he said.


    Pawin said he was not seeking charges of royal insult against Pim. Under Thailand’s strict lese majeste law, those found guilty of insulting the monarchy face up to 15 years in prison.

    Chiang Mai moves to reduce air pollution

    CHIANG MAI, 1st April 2018 (NNT) – Chiang Mai province has held a voluntary activity to help reduce air pollution problem in its areas.

    Chiang Mai authorities organized the activity under “We Do Good Things with Our Hearts” project, initiated by His Majesty the King, to reduce air pollution in this popular tourist destination northern province.

    The activity, chaired by Chiang Mai Governor Pawin Chamniprasart, was attended by over 1,000 people.

    The volunteers sprayed water into the air to help reduce air pollution and to increase humidity in the air. The activity will be held from today until April 5th, 2018.

    The governor's stand doesn't look well for CM' image either...

    I heard that the row between him and PIM is not new, a few years ago he told her to go back in her country when she raised the issue on a public meeting, she replied she was Thai, so ... He then left the meeting (loss of face). I think he resent her and would use anything to make her pay for this...

    The smog really does clear up that fast, Norton.

    However, when the 153 was posted though, it was suss. The sky was clear. Maybe that site has delayed reporting.




    Chiang Mai launches campaign to suppress smog

    CHIANG MAI, 2nd April 2018, (NNT) - The Chiang Mai Provincial Administrative Organization has organized a campaign to resolve the ongoing smog issue.

    Joining the campaign were the provincial governor, heads of various governmental units, police and military officials and more than a thousand residents. The event was part of His Majesty King Rama X’s initiative ‘Altruistic Heart: We Love Doing Good.’

    Participants cleaned up streets and sprayed water around the capital district to increase humidity and suppress smog.

    The governor stated that the current situation is still worrying and that the major concern now is the health of the local people.

    He said the volunteer campaign has played a major role in mitigating the problem.

    During the ban on agricultural burning last year, the number of hotspots was reported at 607 compared to this year’s 164.

    He thanked all related agencies for their continuous efforts which have helped improve the health of the people and the image of the province.

    North faces serious haze problem this weekend

    PEOPLE IN the North have been warned to prepare for a worsening haze problem this weekend as the weather forecast shows south-westerly winds that will carry air pollution into the region.

    The Northern Meteorological Centre (NMC) said yesterday that weather conditions during this period were the main factor for the current air pollution in the northern region.


    Wind from the southwestern direction during the summer months also brings smog and very fine particulate matter from open burning locally and in neighbouring countries, which results in air pollution that threatens people’s health.


    Worapoj Khunawiwatthan-angoon, a meteorologist at the NMC, said the recent haze problem in many northern provinces, especially Chiang Mai and Lampang, was associated with the sharp rise of hotspots upwind, in areas southwest of the Chiang Mai-Lamphun Valley.




    “During this time of the year, the wind is blowing from southern and western directions and as there is a lot of burning both in the region and neighbouring countries in upwind areas, the smog from the burning is carried downwind,” Worapoj said.
