    Smoking ban planned at 20 popular beaches

    Smoking will soon be banned on 20 popular tourist beaches found to be constantly littered with huge numbers of discarded cigarette butts, according to the chief of marine and coastal resources.


    The move comes ahead of an international conference on sea waste in Phuket later this month, Thai media reported.
    An examination of just 9 square metres of Patong Beach on Phuket by the Department of Marine and Coastal Resources’ Phuket Marine Biological Centre on Sept 9 found an average 0.76 butts per square metre. This translated into 101,058 butts along the 2.5km beach.
    The discarded butts made up about one-third of all the rubbish collected.

    Department director-general Jatuporn Buruspat also said it was estimated that more than 100 million cigarette butts were left on the roads in the major cities of Thailand each day. This greatly added to the problem of unnecessary flooding caused by rubbish clogging the drains.

    He said Phuket, Prachuap Khiri Khan, Chon Buri and Songkhla provinces had agreed to jointly invoke Section 17 of the 2015 law on marine and beach resources management as a trial measure and ban smoking at 20 beaches from next month.

    These beaches are among the best-known and include Mae Phim in Rayong; Laem Sing in Chanthaburi; Bang Saen, Pattaya and Tham Pang on Koh Si Chang in Chon Buri; Cha-am in Phetchaburi; Hua Hin and Khao Takiap in Prachuap Khiri Khan; Patong in Phuket; Bo Phut on Koh Samui in Surat Thani; Sai Ri in Chumphon; Chalatas in Songkhla; Tha Wa Sukri in Pattani; Koh Khai Nok, Koh Khai Nai on Koh Yao in Phangnga; and Phra Ae and Khlong Dao on Koh Lanta in Krabi.

    All other beaches were expected to be included into this ban in the future, he said.

    "Smokers will be required to drop their cigarette butts in provided containers before they enter these beaches…No more lighting up while strolling along the beach because that is most likely to end up with a huge number of cigarette butts being dropped on the beaches," Mr Jatuporn said.

    Those found flouting the ban could face a maximum penalty of a year in prison and/or a fine of 100,000 baht.
    His department is also considering measures to curb a related problem - cigarette butts being dropped into the sea from the boats.

    Thailand has been judged to have the sixth most rubbish-strewn sea in the world, a problem which needs to be tackled with proper legal measures, he said.
    Thailand will host an international meeting on sea waste in Phuket on Oct 22-23. Asean countries will discuss the problem of rubbish being dumped into the sea in each country, and how they are dealing with it, Mr Jatuporn added.

    Likely more enforced on the farangs but the natives will still light up during those drunken beach picnics they have under the umbrellas

    Oh dear. I won't be able to annoy people near me by issuing clouds of pleasant, healthy and fragrant fumes. What a bugger. Maybe I will cancel my holiday and go to Blackpool instead.

    I'm a smoker, and frankly I have no problem with this one. Just as I had no problem with banning smoking where people eat.
    Does that make me a self loathing smoker? Yeh, probably.

    Of course, the problem of cigarette butts on beaches is as a drop in the ocean compared to what the Thai dump in waterways, open spaces etc.

    Thai Government Bans Smoking Cigarettes on Public Beaches

    BANGKOK – The Department of Marine and Coastal Resources will impose a smoking ban at 20 beaches in November after all of the country’s beaches are found to have been littered with large quantities of cigarette butts.


    Jatuporn Burussapat, the director-general of the department, said that in a survey of Pa Tong beach, Phuket, conducted by the department’s research and development centre, an average of 130,000 cigarette butts were found on every 2.5-kilometre stretch of the beach.


    According to Thai PBS, statistics compiled by countries with sea beaches, cigarette packages and filters constitute one-third of the entire garbage on a beach.


    In Thailand, more than 100 million discarded cigarette butts are littered daily on the roads.


    The cigarette butts block drain pipes. In water, they release toxic chemical substances such as cadmium, lead, arsenic and others which are poisonous to the food chain.


    As empowered by Section 17 of the Marine and Coastal Resources Administration Act, the Department of Marine and Coastal Resources, in a pilot move, will impose a smoking ban at 20 beaches, starting next month. They include Mae Phim, Laem Sing, Bang Saen, Cha-am, Khao Takiap, Bo Phut, Sai Ree, PaTong, Pattaya, Jomthien and Simira beaches.


    The ban will in the future be expanded to cover all beaches, Mr Jatuporn said.


    Smoking areas, with receptacles for cigarette butts, will be arranged for smokers before they walk down the beaches.


    Those violating the ban will be liable to one year in jail and/or a fine of not exceeding 100,000 baht.


    In the near future, throwing of cigarette butts from passenger boats and tour boats into the sea and well as smoking on these boats will also be banned. The Marine Department will be consulted about this matter, Mr Jatuporn said.

    Rubbish! Utter tosh. Plastic and polystyrene are by far the biggest pollutants. Then glass.

    As with above, don't you (authorities) think that a ciggie butt for a year in gaol is a bit disproportionate when plastic littering gets nothing?

    Another point, if the hefty fine and prison sentence is for just one cigarette butt then why can the local 7/11 get away with giving out thousands of plastic bags that people discard on the beach?

    One more puzzling thing about this new law is a cigarette butt is far less a pollution problem than plastic. Why target cigarette smokers? Anyone littering the beach should be given the same punishment.

    This is not about littering its a carefully thought out way for the beach policemen to make money off tourists. An easy 500 baht on the spot fine. Paranoid smokers just got more more paranoid. Thank God I don't live next to the beach. Invest in a condo? To have my stroll on the beach with a ciggie ruined and to be carted off to prison, to lose my condo investment and be deported. Too many stupid laws. Time to look for a retirement condo in another country without idiotic laws that one cigarette butt can get you 1 year in hell and your whole life ruined. Wtf is going on in los!

    TIT, another example of incompetent fools needing to justify their existence.

    Butts being 'one-third of beach litter' probably refers to numbers rather than volume; might agree if they extend the 'ban' to all litter including more serious stuff like plastic bags and other debris that turn potentially beaut beaches into eyesores. And then only if it's properly enforced so that everyone gets their fair share of jail time.

    Cigarettes'butts take long time to deteriorate, they shouldn't be tossed on the ground, but well plastic, foam and glass are the same ...why not apply this to littering?
